Specialist, Child Protection--Humanitarian Surge Team

This role will be responsible for the provision of either Child Protection (CP) or Child Safeguarding (CSG) technical advice within the Global Humanitarian Surge Platform. When not on deployment the post holder will undertake work at the base location agreed upon with their subject matter line manager and deployment manager, contributing to the development of the surge capacity model. In the event of a major humanitarian emergency, this position will be expected to take on additional duties as required, requiring the flexibility of working hours.

Areas of Responsibility: 

Child Protection:

  • The role of Child Protection Specialist will be to provide support in the assessment, design and guidance of staff on initiating interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect.
  • The Child Protection Specialist is responsible for supporting our efforts in producing quality programs and developing local capacity to provide protection interventions to children in a range of Save the Children’s emergency responses world-wide.
  • The Child Protection Specialist will be expected to contribute to the success of a response team, through 360o support to colleagues and work to ensure that broader sector coordination mechanisms are functioning effectively. 

Child Safeguarding:

  • The role of the Child Safeguarding Specialist is to support the Emergency Response team with child safeguarding expertise and guidance, proactively working to reduce child safeguarding risk, and respond robustly, effectively and in a child-centered way to any suspected violations.
  • The Child Protection Specialist will ensure that child safeguarding is embedded in every stage of the response cycle, from assessment and response strategy development, through to exit strategy planning.

What You’ll Be Doing (Essential Duties) 

Child Protection Technical Assistance (50%)

  • Provide comprehensive technical support to child protection programs in emergency response, including in program implementation, assessment processes and tools, developing response plans and master budgets, and mentoring local staff.
  • Support fundraising for child protection, including the development of high-quality concept notes and proposals, and engagement with donors’ child protection and other sector advisers, coordinating with the Child Protection Working Group.
  • Ensure strong technical quality of program and donor reports on Child Protection project activities.
  • Assist on identifying child protection staffing needs for emergency programs, and ensure rapid recruitment, induction and training of new staff. 
  • Work closely with the Monitoring & Evaluation team to put in place an M&E plan that links to reporting requirements, and capacity build child protection and M&E field staff in carrying out the work.
  • Work closely with the Accountability lead to create accountability mechanisms, ensuring that feedback is incorporated into program design and learning disseminated to the wider sector.
  • Work with the team to ensure that humanitarian minimum standards are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Action, the Sphere Charter & Minimum Standards and the Core Humanitarian Standard.
  • Assist in the development of learning needs assessment and capacity building plans for both Save the Children and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks. 

Child Safeguarding Technical Assistance (50%)

  • Support Team Leader and SMT in ensuring minimum standards of Child Safeguarding are met and mitigated.
  • Ensure that the Child Safeguarding Focal Point responds in real-time to child safeguarding violations in an effective, robust and child-centered way.
  • Ensure that case information is kept confidential, documented and filed/stored appropriately.
  • Provide expertise to humanitarian colleagues and local staff to identify, analyze and act to mitigate key safeguarding risks to children in our programs and program areas, identifying groups who may be at higher risk (e.g. adolescent girls, disabled children, children without appropriate care).
  • Identify and support integration with other program sectors, ensuring that CSG issues are raised and addressed in real-time – e.g. in the Mobile Health Unit, Child-Friendly Spaces Adolescent Friendly Spaces, and schools
  • Provide (or support the emergency response team to provide) child-friendly information to children and families at program sites around humanitarian principles, unacceptable behavior and ways to report concerns.
  • Provide expertise to funding proposals, ensuring that proposals include an amount for effective child safeguarding (e.g. cost of printed materials, set up of complaints mechanisms in a large program) and that they support Save the Children’s commitment to Safe Programming.
  • Deliver Child Safeguarding training to the emergency response team, partners and local staff.
  • Work closely with MEAL to develop (or strengthen) adequate CSG reporting mechanisms.
  • Participate in relevant coordination mechanisms, including Clusters and PSEA networks and support the coordination of Child Safeguarding activities.
  • Support the CP to set-up referral mechanisms that work for both CP and Child Safeguarding concerns.
  • Provide expertise to local focal points to develop a fully costed emergency response Child Safeguarding action plan, to eventually merge with the CO Child Safeguarding annual action plan.
Educational Background: 
High School education and a minimum of 3-5 years work experience.
Skills/Experience: 
  • Knowledge of the Minimum Standards for Child Protection in Humanitarian Action together with other established inter-agency standards and guidelines in child protection
  • Demonstrated ability to support learning and development processes 
  • Previous program management experience 
  • Ability to support monitoring & evaluation systems in large complex programs. 
  • Proven ability of mentoring and coaching
  • Proven ability to advocate for operational and strategic changes
  • Experience in representation with institutional donors and working with and supporting local partners 
  • Ability to write clear and well-argued assessment and project reports 
  • A high level of written and spoken English 
  • Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. 
  • The postholder will be available to deploy to all phases of a humanitarian response within 72 hours for between 2 – 16 weeks, Within a 12 month period, 50% - 70% of time will be spent on deployment (approx. 6 – 8 months of the year excluding annual leave), While 30 % - 50% of time will be spent undertaking work at the base location (approx. 2 – 4 months excluding annual leave).
  • The post holder is required to work outside normal working hours in the event of a large scale emergency.

Preferred Qualifications 

  • Previous experience of working in large-scale first phase emergency response 
  • Prior experience of working in a Child Protection and Child Safeguarding role within a country program during an emergency response
  • Experience in designing and delivering training on child protection and child safeguarding, including strengthening the capacity of key stakeholders to prevent and respond to CP and CSG issues
  • Knowledge of Child Safeguarding policy and best practice at Save the Children
  • Fluency in local language of emergency; French, Spanish or Arabic
  • Good team member skills, including the ability to be part of and organize, support, manage and develop a small team;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy 
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Budget development and financial monitoring skills;
  • Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Inter-agency Guiding Principles on Unaccompanied and Separated Children, IA Case Management Guidelines and others
