The Family Planning (FP) and Reproductive Health (RH) Department supports programs in 37 countries (and counting) to deliver high-quality family planning and services to women and girls. We protect our clients’ sexual & reproductive health rights by ensuring informed choice, voluntarism, client confidentiality & privacy, client safety and continuity of care.  SIFPO2 is a USAID-funded 5- year multi country program focused on family planning service delivery.

The Senior Technical Advisor (Sr TA) for SIFPO2 is passionate about improving the lives and women and their families by ensuring access to contraceptive products and services and is experienced in implementing family planning programs.

The Sr TA is a strategic leader and implementer in women’s health with at least 10 years’ experience working in international development with a focus on family planning and a demonstrated track record of successfully managing donor and partner relations. S/he will also develop strong liaisons with PSI Regional Directors, country programs and other organizational senior leaders.  The Sr TA is someone who is comfortable facilitating a meeting with USAID staff and other implementing partners, and equally capable of helping a country team with all the technicalities and bureaucracy of good project management – we want someone able and happy to do both!

Note, currently the position is funded until April 2020, with extension subject to additional funding.  PSI typically has a broad range of FP/RH projects that require senior technical assistance. 

Areas of Responsibility: 

You will be a key technical representative and resource for PSI’s Support for International Family Planning and Health Organizations 2: Sustainable Networks (SIFPO2) program. This five-year USAID-funded program is designed to strengthen family planning programs and other health services worldwide, with a focus on strengthening private sector channels including social franchise/private sector networks, but increasingly expanding into mobile outreach, public sector support and CHW/CBD programs. 

As part of this role, you will represent PSI at external forums with USAID and other implementing partners, collaborate with other technical departments (e.g. Evidence and Marketing) as well as country offices, as well as shape the delivery of SIFPO2’s work and its contribution to PSI’s wider FP/RH strategy.  More specifically, you will:

  • Design, oversee and manage a selection of interventions funded via SIFPO2 to expand access to LARCs and PMs in the context of informed choice in close coordination with the Director of SIFPO2.
  • Oversee 3-4 Field programs being delivered under SIFPO2 including provision of financial, contractual and technical oversight; this is done in close coordination with the Senior TA, Deputy and Director of SIFPO2
  • Work closely with Senior Technical Advisor for SIFPO2 on management of the project’s core workplan, including setting technical direction, tracking that activities are delivered on time and to budget, and supporting communication of project achievements to USAID and other key stakeholders.
  • Identify and disseminate technical learnings to key stakeholders at international, regional and country level and lead on content development, delivery of PSI’s technical content (in conjunction with other team members), and collaboration with other USAID implementing partners for 2-4 technical meetings in 2019, focused on priority FP/RH topics.
  • Contribute to the PSI/SIFPO2’s existing partnerships and efforts in areas such as task-sharing
  • Influence the context in which PSI conducts family planning programming through supporting the production of high-quality technical and programmatic briefs and other external-facing FP technical products.
  • Provide in-country technical assistance on family planning programming, as needed.

Other tasks as assigned by the Senior Technical Advisor and/or other senior members of the SIFPO2 team.

Educational Background: 
You have a Master’s degree or higher in relevant subject areas

Our ideal candidate will possess:

  • You have 10+ years of professional experience, with at least 2 years of overseas work experience in implementing family planning programs.
  • You have experience implementing programs funded by USAID
  • You have the ability to work fluently in English with French language skills a plus.
  • You are willing to travel and get work done in hard places such as Liberia or Mali
  • You have strong facilitation, presentation and public speaking skills.
  • You are organized, have strong communication skills and can manage multiple, competing priorities in a fast paced environment.
  • References will be required.
  • Must be authorized to work in the United States.  N.B. PSI will not consider work visa sponsorship and relocation expenses will not be covered for this position.
  • The successful candidate will be required to pass a background check.
