In close coordination with the Senior Policy Director and Associate Director for Humanitarian Response, the Senior Specialist will define, develop, lead and implement Save the Children’s policy and advocacy on refugee education and UN partnerships. This will include advocacy to promote US funding and policy support for refugee education; support for country office national level advocacy; and follow-up to the Global Compact on Refugees. The post-holder will also develop and implement a strategy for policy and advocacy engagement with two key UN partners, UNHCR and the World Food Programme to promote effective child-focused policy and programming.
Areas of Responsibility:
- Lead the development and implementation of advocacy strategies and action plans to promote a time-bound return to learning and other child-focused elements of the Global Compact on Refugees. Includes researching and developing policy recommendations, advocacy strategies, plans and supporting advocacy materials on refugee education for internal and external audiences. 25%
- Develop and implement plans to support country office national level advocacy and policy work on refugee education. Includes close coordination with country office staff, designing advocacy training materials and conducting workshops and managing project consultants or staff. 25%
- Working with the relevant partnership managers, develop and implement a child-focused strategy to influence the humanitarian policy and practice of UNHCR and WFP. 30%
- Identify, cultivate and maintain relationships for Save the Children with key US government officials, INGO allies and internal stakeholders to help advance Save the Children’s policy objectives around refugee education, UNHCR and WFP. 10%
- Contribute strategic analysis and information on relevant education and UN processes to SCUS business teams and both US and global advocacy and campaign working groups. Includes contributing to fundraising efforts. 10%
Educational Background:
Bachelor’s degree or relevant equivalent experience required
Skills/Experience:
- A minimum 5-7 years' experience working in humanitarian or human rights policy and advocacy, another related policy area, the US government or the UN system.
- Demonstrated ability to lead, develop and successfully develop policy recommendations and implement influencing strategies targeting the US government and the UN system
- Strong representational experience and skills with both elite audiences and the general public in formal and informal settings
- Knowledge of and experience with UNHCR and/or WFP policymaking and operations.
Knowledge of issues associated with refugee education, the Global Compact on Refugees, and child protection.
Understanding of current humanitarian policy issues, architecture, processes and challenges at both the US and UN levels. - Ability to travel internationally up to 15% of the time to international locations
- Proven ability to identify, build and maintain relationships with key internal and external partners
- Strong writing, editing, and communication skills in both traditional and social media platforms
- Strong project management skills and experience, including across various offices and cultures and/or in a matrixed context
Preferred Qualifications
- Master’s degree preferred in Public Policy, Political Science or International Relations and/or relevant experience working with these issues.
- Proven in depth knowledge and experience working on refugee/displacement issues desirable
- Experience developing training materials and/or conducting workshops
- Ability to work under pressure on a number of competing issues
- Computer skills, specifically with Microsoft Office Suite (word processing, database maintenance, PowerPoint) and Outlook
