Senior Recruiting Specialist--New Business Development

We are currently recruiting for a Senior Specialist, Proposal Recruitment within the New Business Development Team of the International Programs Division, based in either the Fairfield, CT headquarters or Washington, DC office location. The Senior Specialist will provide recruitment leadership and sourcing/selection expertise for long-term, grant/contract funded positions, especially for multi-year, large-scale USAID-funded programs. This individual will support the proposal teams across multiple regions and areas of technical specialization in order to ensure that we are identifying, recruiting and securing talent both internally and externally to support the needs of these large-scale donor programs. The Senior Specialist will be proactive in anticipating hiring needs, contribute to talent pipelines, collaborate closely with country offices, and stay abreast of current projects and deliverables.

Areas of Responsibility: 
  • Recruit both internal and external candidates, including conducting searches for qualified passive candidates 
  • Contribute to a pipeline of qualified candidates for potential, upcoming bids for recurring Key Personnel positions, such as Chief of Party or Technical Advisors
  • Create job descriptions for key personnel positions based upon the RFA/RFP (Request for Application and Request for Proposal) requirements and post opportunities across various networks to attract a strong candidate pool
  • Screen, interview and evaluate candidates against the agreed-upon qualifications
  • Schedule interviews for top selected candidates and coordinate across business teams and country offices to ensure a comprehensive interview team is involved in the process. Organize and present summary evaluation feedback information to the hiring manager and interview team
  • Perform in-depth reference checks and initiate background checks 
  • Build capacity of Save the Children International (SCI) Human Resources (HR) country office staff to understand and recruit for local talent for current and upcoming USAID opportunities
  • Work with the Save the Children USA HR team to ensure that all offers are in line with policies as well as any donor regulations/restrictions
  • Offer positions on a contingent basis to selected candidates; obtain all required candidate documents, including 1420 forms and letters of commitment
  • Keep key staff informed on status of recruitment activities and build relationships with colleagues in the CT and DC headquarters and at the country level
  • Strengthen candidate CVs for inclusion in proposals; write bio-statements on candidates; prepare all key personnel documentation for final proposal production and contribute to staffing section writing tasks as required
  • Work closely with country and regional staff in support of local recruitment efforts for the proposal, collaborate and build relationships to foster coordination for recruiting strategies
  • Review offer letters for accuracy and send to candidates
  • Complete all necessary HR documentation and closeout recruitment files
  • Coordinate across HR, business teams, SCI staff and Award Managers for successful onboarding of new employees and seamless transitions for internal transfers
Educational Background: 
Bachelor degree or equivalent relevant experience 
Skills/Experience: 
  • Minimum 5-7 years' experience in human resources/recruiting or international development programs
  • Knowledge of human resources principles/practices 
  • Exceptional verbal and written communication skills; solid interpersonal/representational skills
  • Effective time management and organizational skills
  • Ability to take initiative, work independently, and work successfully under tight deadlines
  • Excellent client relationship skills; ability to work as part of a team as well as independently
  • Computer skills including Microsoft Office tools, Applicant Tracking Systems,

Preferred Qualifications 

  • Previous experience in an organization funded through USG grants/contracts and exposure to the staffing/personnel requirements of USG proposals 
  • Applicant Tracking Systems ideally Ultipro as well as database management systems knowledge and experience
  • Recruitment expertise in international placements and for senior-leadership roles 
  • French or Spanish language skills
  • INGO experience
