Senior Director, Humanitarian Programs

Areas of Responsibility: 

Strategic leadership and coordination of SCUS thematic expertise to humanitarian responses worldwide (25%)

  • Establish and facilitate close working relationships with and between the humanitarian technical leadership of the other SC US business teams and support their active engagement as part of the humanitarian business team (HBT) 
  • Lead the SCUS Humanitarian Quality Team ensuring it is a dynamic forum focusing on program quality and promotion of programmatic integration and innovation. This group will promote improved ways of working across sectors and throughout the overall humanitarian structure. 
  • Oversee the development of, in consultation with technical colleagues, the programmatic sections of SCUS’s humanitarian strategy and annual objectives. Work with IP technical staff and DHR colleagues on strategic advancement of humanitarian common approaches. 
  • Work with the DHR and IP technical staff to develop ways of working and systems for ensuring high-quality DHR proposals, technical assistance and monitoring of DHR awards, including systems for coordination of technical inputs into program delivery. 
  • Identify broader trends within and across donors to help identify new opportunities and Save the Children’s responsiveness to donors. 
  • Promote consideration and appropriate incorporation of gender, disability, and specific vulnerabilities of affected populations in program strategies ensuring that Save the Children’s humanitarian programs are relevant to the most deprived children. 
  • Working with others, identify and pursue partnerships and fundraising for strategic humanitarian initiatives across the full theory of change.

Strategic Oversight of Refugee and Migration Unit and of WFP & UNHCR Accounts and PRM Sub-accounts and other funding sources interested in this work (25%)

  • Ensure that effective account strategies are in place to achieve effective policy engagement with WFP, UNHCR, and PRM at a senior level and that these accounts and sub-accounts meet their annual funding targets appropriately. 
  • Support our engagement with private donors interesting in funding our work with refugees and migrant, and work with SC Italy on engaging the International Organization on Migration (IOM). 
  • Ensure that these portfolios work have clear program coherence, thought leadership and effective engagement with other parts of the humanitarian business team. 
  • Ensure that these teams effectively manage the complete cycle of awards, from opportunity through closeout for the portfolio; with a focus on ensuring high quality implementation and adherence to agreed-upon KPIs 
  • Work across the humanitarian business team to identify innovative operational and research funding opportunities to support these initiatives 
  • Report / escalate risks as necessary.

Engagement with SCI and SC Members on humanitarian thematic expertise (10%)

  • As a leader of the Humanitarian Technical Working Group (HTWG), serve as the primary advocate for program quality in humanitarian responses. 
  • Lead efforts to identify and problem-solve program quality issues in broader systems and work with relevant SCI and member counterparts to ensure ongoing quality improvement in humanitarian response. 
  • Ensure strong representation of SCUS interests in the negotiation, design and roll-out of humanitarian technical tools, guidelines and procedures, 
  • Represent cross-sector interests in the negotiation, design and roll-out of humanitarian technical tools, guidelines and procedures, including the Core Humanitarian Standards and quality framework 
  • Provide guidance and support to Thematic Humanitarian Technical Working Groups before and during emergencies to ensure they are able to deliver on their agreed ToRs, and help ensure alignment across HTWGs and support linkages/cross-team working between different technical groups.

Strategic Oversight of the Humanitarian Innovation, MEAL and Knowledge Management team (5%)

  • Ensure that this team, in collaboration with IP technical staff and others across the movement, capture lessons-learned, innovations and best practices, contribute to effective policy and advocacy efforts, and facilitate the creation of communications products to highlight Save the Children’s successes for a key audiences such as donors and humanitarian fora, particularly as it applies to high priority programming; 
  • Work with the HBT Innovation Champion to develop appropriate strategic priorities and HBT engagement in creating, piloting and scaling up innovative solutions to humanitarian challenges; 
  • Ensure strategic progress in our work in humanitarian innovation, Monitoring, Evaluation, Accountability and Learning (MEAL) and disaster risk reduction programs (DRR) and that US humanitarian awards receive proper support in these areas

Staff Management and member of Humanitarian Senior Management Team and Humanitarian Business Team (20%)

  • Lead and supervise the Refugee and Migration Unit, the WFP team and the Humanitarian Innovation, MEAL and Knowledge Management Team. 
  • Implement human resource management strategies (recruitment, orientation, retention, leadership development, succession planning) to support achievement of strategic/operational goals. 
  • For direct reports, ensure orientation, development of work plans, performance evaluations, professional development opportunities, timesheet management/approval, and provide training and supervision of day-to-day tasks as appropriate.
  • Serve as a senior member of both teams, providing leadership for Save the Children’s overall humanitarian work as well as particular areas of responsibility. 
  • Assist with overall DHR and HBT management and humanitarian response as required and requested. 
  • Serve in a leadership position on the Humanitarian Business Team and the Humanitarian SMT 
  • Represent SCUS at InterAction fora 
  • Act as media spokesperson for humanitarian responses or other topics 
  • Engage in advocacy initiatives with policy makers on humanitarian issues
  • Undertake special projects as requested.

Engagement with SCI and SC Members on humanitarian responses (5%)

  • In coordination with the VP and the Senior Director, Humanitarian Response, represent SCUS on select response-specific Emergency Management Group (EMG) calls and be able to provide timely updates on SCUS actions and support provided.

Deploy in Humanitarian Responses/ Humanitarian Response Technical Assistance (10%)

  • Serve on SCI roster in a leadership position; deploy on responses as requested. 
  • Travel to Save the Children country offices to engage with SC US donors or provide operational oversight and support to country offices/responses.
Educational Background: 
BA or BS degree.
Skills/Experience: 

Required Qualifications

  • Minimum 10-15 years of relevant experience including at least 5 years of field management experience in chronic or acute humanitarian crises.
  • Strong Level of technical and/ or managerial knowledge, skills, and experience to lead a Unit or Team, or provide the technical advice, guidance and direction related to various size programs and grants
  • At least 3 years of experience in humanitarian leadership roles with responsibility for program development and quality
  • Demonstrated knowledge of and experience working with USG and UN agencies as donors and partners.
  • Experience leading, managing and developing a high performing team.
  • Proven ability to exercise independent judgment and discretion on significant matters with minimal guidance
  • Ability to manage by influence internally and to work in a federated structure. Experience with Save the Children preferred
  • Ability to think and act strategically
  • Demonstrated ability to work effectively in wide range of setting and cultures and to be an effective member and leader of diverse team
  • Demonstrated knowledge and experience of humanitarian core and technical standards
  • Experience with key international organizations and forums (e.g., donors, academic institutions, UN, clusters) 
  • Demonstrated ability to apply established criteria for prioritization of tasks 
  • Personal resilience and ability to deploy to emergency responses for up to 6 weeks on short notice
  • Ability to travel 20% to 30% of time as required

Preferred Qualifications

  • Master’s Degree in related field or demonstrated experience in providing leadership on programming and policy in humanitarian work. 
  • Experience working with and raising funds from UNHCR, WFP and/or PRM.
  • Ability to speak a second, relevant language.
