Population Services International (PSI) seeks a Senior Compliance Manager for the Foundation Markets portfolio. The Senior Compliance Manager should have significant compliance, grant management, subrecipient management, capacity-building experience, experience working both in headquarters and the field, and relevant language skills. S/he should have experience working in challenging operating environments.
The Senior Compliance Manager will have wide‑ranging responsibilities working with PSI staff at all levels, both in Washington and overseas, providing guidance and support in the areas of audit compliance; grant compliance across a wide variety of donors; subrecipient management and compliance; overall country risk review and mitigation; and institutionalizing best practices and lessons learned at an organization-wide level, thus contributing to “One PSI” network standards of compliance excellence.
Support Platforms to Address Audit Findings and Prevent Future Findings
- Track all internal and external audit findings, identify trends, and work with country offices to identify immediate solutions;
- Support country offices to implement systems and procedures that will prevent recurrent findings, with an emphasis on simple and timely, yet transparent solutions.
Help Country Offices Achieve Programmatic Success Through Grant Compliance
- Act as a central resource for Foundation Market country offices, in conjunction with Headquarters’ Grants & Compliance Department, to build offices’ contractual understanding of their grants and identify more efficient yet compliant implementation strategies;
- Assist in constructing conversations “in the donor’s language” where compliance concerns exist and need to be addressed with the donor.
Drive Excellence in Subrecipient Management
- Work with Foundation Market countries and Headquarters’ Grants & Contracts department to ensure that tools and systems in place are adapted toward intense monitoring and management of subrecipient compliance, while avoiding administrative burden and bureaucracy.
Monitor and Mitigate Country-Level Risk
- Work with each Foundation Market country office to establish and perform PSI- and donor-specific risk register reviews, ensure their timeliness, and monitor the implementation of risk mitigation actions;
- Compile pertinent information for PSI Senior Management, with the goal of regularly reviewing performance, escalating concerns, and agreeing upon necessary mitigation actions.
Contribute to “One PSI” Network Standards of Compliance Excellence
- Liaise with Headquarters’ functional departments and senior management to institutionalize Foundation Markets lessons learned and best practices as standardized approaches to compliance excellence throughout the PSI network;
- Assist in the roll-out of these standardized approaches to PSI Market Groupings outside of Foundation Markets.

Our ideal candidate will possess:
- At least ten years of experience working in a combination of grant management, subaward management, and/or compliance, with at least 5 years in the field and 5 years in a headquarters environment
- Intimate knowledge of and experience working on Global Fund, US government, DfID, and other donor projects, including relevant policies, grant making and program implementation at PSI; multi-country experience required
- Proven skill developing and implementing organizational systems and procedures, with a specific strength in the area of capacity-building
- A keen sense of urgency and strong work ethic, positive mindset, and comfort with the ambiguity and pace of a dynamic and bureaucratic environment
- Proven ability to work collaboratively across departments, cultures, and languages, and with both “dotted” and “solid” line reporting and communication relationships
- Strength in problem-solving and simplifying complicated problems
- Working proficiency in French required
- Ability and willingness to travel (up to 25%)
