Project Manager, Medicaid

Under the guidance and supervision of the Vice President, State and Local Campaigns, this position is responsible for program management, budget development and execution, and administrative issues for the team working on Reframing Medicaid project. This team is charged with leveraging the assets and capabilities of ACS CAN to shift and reframe the perceptions of the role the Medicaid program in providing access to care for cancer patients, survivors, those with chronic diseases and those at risk with cancer and chronic diseases. This position manages collaborative relationships with internal and external partners/stakeholders and coordinates, develops, and manages and monitors project spending plans and initiative timelines to ensure this project initiatives are on track.This is a grant-funded position, with funding secured from a foundation for an 18-month project period.

Areas of Responsibility: 
  • Works with the program team and other stakeholders to set program objectives, deliverables and work plans. Manages deliverables, timelines, assignments, and status reporting. Updates and revises work plans as necessary.
  • Collaborates and works closely with Finance, SPO, and Legal to prepare and provide timely and accurate budget reports on grant project and associated budget forecasts.
  • Participates as an integrated member of the grant program team.
  • Ensures that projects are successfully launched and completed. Provides traditional project management functions to ensure scope of work is being adhered to, timelines are accurate and being followed and budgets are in alignment.
  • Collaborates and works closely with Finance, SPO, and Legal to prepare and provide timely and accurate budget reports on grant project and associated budget forecasts.
  • Manages operational activities of all projects including budget and contract creation, contract processing, including payment processing and reporting.
  • Manages special program/project revenues and expenses for cost effectiveness of program; maintains program records and statistical information.
  • Manages all travel and meeting logistics including the development and preparation of meeting materials, coordination of registration activities, and follow-up activities.
  • Serves as the primary contact and coordinator “triage contact” handling situations and inquiries originating from various entities, teams, external collaborators, and/or vendors.
  • Assists with the coordination of volunteers and collaborators, both internal and external to ACS CAN.
  • Collaborates and communicates internally with ACS CAN/ACS teams and departments, including State and Local Campaigns, Field Advocacy (state and regional staff), Federal, Policy, Grassroots, Media Advocacy, Training, Finance and Operations, Legal and ACS to ensure proper implementation, risk management, and award compliance.
  • Writes, edits, and disseminates project operational documents, agendas, SharePoint materials, slides, and educational materials. Manages SharePoint site and other platforms to ensure coordination and communication of materials.
  • Identifies and works to remove barriers to successful completion of project goals, with particularemphasis on resolving issues that have implications both internally and externally - with funders, contractors, and partners 
  • Coordinates and contributes to funder reports.
  • Represents project at meetings and in-group discussions as requested.
  • Performs miscellaneous job-related duties as needed.
  • Travel as needed.
Educational Background: 
Preferred BS, BA degree with demonstrated project management experience in public health, sociology, public policy, health equity, or another related field.
Skills/Experience: 
  • Minimum of 4 years of public health or non-profit operational and project and budget management experience.
  • Ability to multi-task and can be flexible in performing tasks as priorities will change from time to time depending upon program changes.
  • Strong interpersonal skills.
  • Strong understanding of business and financial principles, demonstrated by experience managing budgets, schedules and resources.
  • Advanced skills in technology platforms.
