FHI 360 designs and implements academic, professional, cultural, and youth exchange programs for students and emerging leaders around the world. The American English (AE) E-Teacher program offers professional development opportunities to foreign English teaching and other professionals through high-quality virtual exchange components, including online university level courses, Massive Open Online Courses (MOOCs), live online events, Open Educational Resources (OER), and a Community of Practice (CoP). This project is funded by the U.S. Department of State Bureau of Educational and Cultural Affairs, Office of English Language Programs (ECA/A/L). We are seeking a Program Officer II to support program operations including implementation of live online events and collaboration with ECA/A/L to develop and manage a social media strategy. This position is contingent upon FHI 360 receiving funding under the FY 19 American English E-Teacher Program.

Areas of Responsibility: 

The Program Officer II is a member of the Program team reporting to the Project Director and collaborates extensively with the Technical team and ECA/A/L to ensure high quality implementation of live events grounded in best practices in TESOL, as well as coordination of social media activities that increase positive interactions with program stakeholders encouraging exchange within the international TESOL community. Specific responsibilities include:

American English (AE) Live Series: 

  • Develops calendars and work plans for AE Live Series implementation;
  • Coordinates the vetting and selection process for series topics in close collaboration with the Project Director and ECA/A/L, including revising or creating Call for Proposals, reviewing proposals, and corresponding with selected presenters;
  • Prepares consulting agreement documentation, liaising with internal units such as finance and contracts;
  • Monitors the deliverables specified by consulting agreements to ensure that AE Live events are consistently high-quality and are representative of current and relevant approaches to TESOL;
  • Provides technical assistance, including training presenters and providing feedback on rehearsals;
  • Coordinates all aspects of Live session implementation in close collaboration with the Project Director and ECA/A/L, including facilitating and moderating, and providing support for all digital platforms including but not limited to Zoom, Facebook, captioning services, PowerPoint, etc.;
  • Develops attendance quizzes using survey software and tracks results in order to coordinate the issuance of digital badges and preparation of reports for ECA/A/L and Regional English Language Offices.

Social Media

  • Coordinates and monitors the activities of consultants hired to post content to and moderate interaction on social media sites such as AE at State and AE for Educators Facebook pages and the AE at State YouTube channel;
  • Upon request, may design, implement, and develop work plans for oversight of new social media channels for the AE E-Teacher program;
  • Supports the promotion of content, including but not limited to boosting posts, running ads after events, etc.;
  • Contributes to the development of strategies promoting active community engagement, encouraging exchange among the international TESOL community;
  • Provides technical assistance, editing and providing feedback on graphics and videos designed and created by consultants and/or overseeing the design and creation.

Other

  • Coordinates the annual production of USBs for program stakeholders including participants and U.S. Embassy staff, including vendor set up, coordinating the collection, design and formatting of content, and ensuring that USBs are produced according to funder specifications;
  • Documents project accomplishments, challenges and lessons learned to be shared internally and externally through reports, presentations, etc.
  • Pending funding availability, attends the annual TESOL International Convention to participate in presentations and sessions focusing on professional development of program participants and alumni.
  • Collaborates with project teams and ECA/A/L to support the development of website(s) and a Community of Practice, including design features, content, and engagement strategies.
Educational Background: 
Master’s Degree in TESOL, Applied Linguistics, or Related Field.
Skills/Experience: 
  • 5-8 years’ experience with program management, US Government rules and regulations, and professional experience in the field of TESOL required.
  • Articulate and professional and able to communicate in a clear, positive fashion with a variety of stakeholders including the ability to understand, synthesize, and conceptualize input and requests from multiple stakeholders.
  • Strong technical skills including experience with web conferencing and virtual learning platforms, as well as digital platforms for the purposes of managing social media and online communities required.
  • Strong computer productivity skills including use of databases, survey software, word processing software, Microsoft Excel, SharePoint, and Google (docs, sheets, forms, etc.).
  • Ability to independently plan and manage time, breaking down work into schedules, identifying resources, and orchestrating multiple activities at once.
  • Demonstrated ability to develop processes while balancing client and organizational needs;
  • Demonstrated attention to detail in the management of information and data.
  • Ability to work independently as well as in a team environment, take initiative, meet deadlines, solve problems and adapt to changing priorities.

Desired Skills:

  • Experience working overseas as an English Language Fellow or PeaceCorps Volunteer, or other study/work abroad experience.

Typical Physical Demands:

  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.
