The Social and Behavior Change (SBC) team at FHI 360 seeks a dynamic individual to provide program management support and technical assistance across the SBC team and its portfolio of programs. She/he will provide administrative and program support, in addition to communication efforts related to program management and execution. She/he will be responsible for collecting, compiling, and analyzing information relevant to SBC programs to ensure compliance with internal and external regulations. She/he will develop and monitor budget for programs and develop monitoring system for reviewing project status to ensure completion of programs while adhering to budget, scope, and schedule requirements.
The Program Officer II will also provide technical support, based upon expertise and knowledge of evidence-based SBC methods and strategies, current best practice, and established operational and research standards, to ensure SBC programs adhere to appropriate technical standards and guidelines and that programs are technically sound. She/he will support internal and external knowledge management, develop/review work plans, prepare presentations, and support other related technical and program objectives and deliverables.
Program Management
- Provides program management support across the SBC team and its portfolio of program
- Tracks performance against Financial Cost Objective (FCO) ID, project timelines, budget, objectives, and deliverables
- Develops and tracks department and program budgets
- Manages the setup and execution of grants and sub-contracts
- Manages the procurement and setup of consultant agreements
- Collects, compiles, and analyzes information relevant to SBC programs
- Serves as the liaison for internal units, such as Finance, Contracts, etc.
- Supports SBC team administratively and operationally to provide high quality deliverables to clients
- Ensures timely implementation and monitors project activities against work plans
- Identifies resource development opportunities and supports the budgeting and writing of proposals
- Performs other duties as assigned
Technical Assistance
- Supports specific program activities by providing technical assistance in SBC, including design, implementation, and monitoring and evaluation of SBC programs
- Reviews and contributes to annual work plans, deliverables, and program reports
- Develops technical briefs, reports, or other necessary materials to document and share project accomplishments, challenges, and lessons learned among internal and external stakeholders
- Performs other duties as assigned
- Excellent and demonstrated program/project management skills
- Knowledge of SBC approaches and best practices

- Ability to analyze and interpret data, identify errors, and prepare reports in a timely manner
- Ability to problem solve and implements corrective action as needed
- Demonstrated proficiency with using Microsoft Office Suite required
- Required: Bachelor's Degree or its International Equivalent • Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
- Project Management (PM) Certification preferred
- Minimum of 5-8 years’ experience with program management, US Government rules and regulations
- Experience providing programmatic management and operational support to teams and multiple projects
- Experience providing technical assistance to projects to ensure high-quality outputs and impact
- Working knowledge and interest in SBC
- Experience in emerging SBC methods and approaches such as human centered design, behavioral economics, and/or digital media preferred
- New business development experience
- Proficient writing and verbal communication skills
- Relevant computer software skills (including, at a minimum, the standard applications in MS Office)
- Must be able to read, write, and speak fluent English
