FHI 360’s Civil Society and Peacebuilding Department (CSPD) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPB works with civil society to increase its credibility, visibility, and effectiveness by building its capacity to:

  • Engage with local government to increase its responsiveness to citizen needs;
  • Solve community problems, engage youth in civic affairs, and provide needed services to citizens;
  • Advocate for social justice, democratic reforms, human rights, and effective policies;
  • Leverage and/or produce media content to promote social dialogue and tolerance; and
  • Promote peaceful solutions to conflict and support peace negotiations.

Strengthening Civil Society Globally (SCS Global) is a five-year Leader with Associates cooperative agreement held by FHI 360 and managed by CSPD that offers U.S. Agency for International Development (USAID) Missions and operating units a flexible, worldwide platform for designing and implementing projects that address development challenges across sectors. Under the SCS Global Leader Award, FHI 360 is pursuing a cutting-edge research and learning agenda on effective civil society and media strengthening practices.

CSPB seeks a Program Officer I with two to five years of professional experience, preferably in international development, to perform the following functions to support and backstop SCS Global leader-level activities new business development for CSPD.

Provides technical assistance and support to SCS Global senior staff. Collects, compiles, and analyzes information relevant to program. Ensures compliance with internal policies and external regulations. Ensures adherence to budget, scope, and deliverables requirements. Develops/reviews/edits work plans and quarterly reports, develops/reviews/edits research and learning products, works directly with SCS Global consortium members on SCS deliverables, prepares presentations, plans and organizes events, and supports other related program objectives and deliverables.

Areas of Responsibility: 
  • Provides support to program management such as troubleshooting, coordinating travel arrangements, monitoring program activities, and processing payments.
  • Facilitates communication with SCS consortium partners and other USAID program implementers.
  • Designs, implements, and oversees specific program activities.
  • Works with SCS Global senior staff in developing SCS Global program materials.
  • Processes and manages subawards, purchase orders, and payments to SCS Consortium partners.
  • Processes and manages consulting agreements and payments to consultants.
  • Ensures production of accurate and high-quality deliverables for USAID clients. Organizes and facilitates process of completing SCS quarterly reports and SCS annual work plans. Writes sections of these documents.
  • Manages production of SCS Global’s Implementation Tips series on inclusive development, which involves working closely with multiple SCS Global consortium partners and FHI 360 departments, authoring the Tips, reviewing draft Tips and providing authors with feedback, processing purchase orders and payments to consortium partners, and facilitating the final review and publishing of the Tips documents.
  • Plans, organizes, and oversees logistical support for SCS Global events hosted by FHI 360.
  • Serves as SCS Global liaison with internal FHI 360 units, such as finance, contracts, etc.
  • Supports new business development efforts, including capture work, research, design, writing, recruitment, partner correspondence, and proposal formatting.
Educational Background: 
Bachelor's Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
​Project Management (PM) Certification preferred.
Skills/Experience: 
  • Working knowledge of concepts, practices, and procedures related to the implementation of USAID-funded programs designed to strengthen independent media and civil society.
  • Strong oral and written communication skills
  • Demonstrated proficiency with Microsoft Office suite software.
  • Ability to problem solve and implement corrective actions.
  • Strong organizational skills and attention to detail needed to adhere to project deadlines, product high-quality deliverables and other written products, and host high quality events.

  • Technical Skills and Learning – seeks out resources to enhance technical skills and readily learns new industry processes, systems and products.
  • Employees are expected to possess, or have high-potential for development of, these three fundamental competencies.

Experience:

  • Typically requires a minimum of 2-5 years’ experience with program management and US Government rules and regulations.
  • Direct experience with USAID and USAID-funded programs strongly preferred.
  • Must be able to communicate in a clear, positive, professional fashion with clients and staff.
  • Must be able to read, write, and speak English fluently.
  • Fluency or proficiency in a second language is strongly preferred.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • International or Domestic (US) Program Development or Program management preferred.
