FHI 360’s Global Education Department focuses on education development throughout the developing world. Most work is conducted through contracts and cooperative agreements from the US Agency for International Development (USAID). The Global Education Department currently implements large multi-year, USAID-funded education programs in ten countries across Africa, Southeast and Southwest Asia, the Caribbean, and Central America as well as other programs that focus on research or targeted technical assistance in another five countries for donors such as Millennium Challenge Corporation (MCC), DfID, Unicef, and the World Bank. The Global Education Department has major technical and research initiatives in teaching and learning, post-primary education, and education in conflict and emergencies.
The Global Education Department seeks a Program Officer I to provide administrative, financial, programmatic, logistical and other operational support to the Global Education Department and post-primary education programs, including but not limited to the MCC Guatemala Program, the MCC El Salvador Program and/or the USAID Advance Program.
- Provides project management support to the management team in the field and headquarters in the areas of procurement (using the Costpoint system), travel, human resources, contracts, communications, and finance.
- Serves as a project liaison with Enterprise Services units, including Purchasing, Accounting, Human Resources, and Information Technologies, as appropriate.
- Assists with the recruitment and hiring of short-term consultants. This includes coordination and posting of Scopes of Work (SOWs), coordinating consultant selection processes in compliance with FHI 360 polices, preparing consultancy packages, and issuing consultant agreements; initiating travel and security clearance, including visas; and accepting final deliverables and processing consultant invoices.
- Helps to facilitate expatriate staff/dependent travel. Additionally, assists with the management of allowances for expatriates.
- Works with Project Director/Manager, Program Officers, and Finance Managers to assist with management of sub-awards by developing and updating project tracking tools, processing vendor invoices and subcontractor payments, and expediting contract actions.
- Assists with business development efforts, including data gathering, formatting and editing of documents, and other related tasks.
- Maintains proper filing and knowledge management systems, both electronic and hard copies, in accordance with FHI 360 policy.
- Provides operational and administrative support to global education department as needed.
- May provide technical assistance to project activities as needed.
- Performs other job-related duties as assigned.
- At least three years of experience with international programs, US government rules and regulations preferred.
- Experience managing complex tasks within fixed time frames.
- Articulate and professional and able to communicate in a clear, positive fashion with clients and staff. Strong writing skills required.
- Must be able to read, write, and speak fluent English and Spanish.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization preferred.
- Proficiency in Microsoft Office Suite.
