A&T is an initiative funded by the Bill and Melinda Gates Foundation, the governments of Canada and Ireland, to reduce nutrition-related death and disability through evidence-based policies and innovative program strategies to improve breastfeeding and complementary feeding in selected countries in Africa and Asia.

The Program Officer I will provide overall coordination and support at the headquarter level to program operations and administration, contracts management, and financial management of the assigned country program(s).

Areas of Responsibility: 
  • Primary responsibility for programmatic, operational, contractual, financial, and administrative backstopping and management of assigned country program(s).
  • Act as a point of contact for the field office on all operational and program issues, and ensure that field office and HQ concerns are addressed; and technical guidelines and FHI Solutions procedures are followed.
  • Undertake in-depth monitoring and oversight of assigned country implementation schedules, through monthly and quarterly forward planning with field teams and HQ staff. Monitor activities against work plan.
  • Coordinate all facets of contracting activities of the assigned country program(s). Develop and disseminate RFPs, coordinate selection process, review and complete procurement package, track deliverables and invoices, coordinate close out.
  • Ensure commitment and cash-out trackers are up to date and include complete and accurate information.
  • Assume primary responsibility and undertake in-depth review of field office financial reports received from field offices, provide feedback to both the country office and the Finance Manager, ensure all outstanding issues are resolved in a timely and efficient manner.
  • Ensure field office financial reports are properly reconciled and submitted to FHI Solutions in a timely manner.
  • Review cash flow analysis received from field offices and prepare wire requests for the projected expenditures.
  • Under the guidance of Operations management, support country teams to open up or close down country field offices following country laws and FHI Solutions policies and procedures.
  • In collaboration with country teams, identify program operations needs for assigned country programs and alert technical and program staff. Take a lead in proposing course of action. Work with the field offices to remedy the issues to ensure smooth financial operations, reporting, and tracking of the individual program actions.
  • Provide administrative support to programs as needed by writing, reviewing, and translating (if necessary) reports on a regular basis.
  • Work with country program staff to prepare, monitor, and revise individual country work plans and budgets, coordinating input from various technical and program staff.
  • Monitor, track and report on budgets and financial activities for assigned country activities.
  • Assist with review and verification of cost sheets; research and reallocate charges on cost sheets as necessary.
  • Coordinate field office staff agendas when field-based staff visit the HQ office.
  • Maintain and update assigned country reference and correspondence files, central files, team calendars, and databases.
Educational Background: 
Bachelor's Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field. Master's degree preferred;
Skills/Experience: 
  • ​Project Management (PM) Certification preferred.
  • Typically requires a minimum of 2-5 years’ experience with public health program management, US Government rules and regulations.
  • Experience working on financial, accounting and/or contract implementation that includes budget preparation, cost analysis, financial management preferred.
  • Working knowledge of QuickBooks desirable.
  • Articulate, professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English and have working knowledge of French.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • Prior experience using Microsoft Office Suite preferred.
