PSI seeks entrepreneurial and dynamic candidate with an interest in private sector approaches to development for the position of Program Manager, the Anglophone market. The Program Manager will lead headquarters support to a portfolio of countries in the region. S/he will be responsible for delivering financial, programmatic, and organizational support for country programs, connecting platforms with functional and technical departments in PSI/Washington; managing a small program support team; providing strategic planning support; fostering relationships with key donors; and developing new business opportunities for PSI. This position will specifically cover country portfolios for five and a half months during maternity/paternity leave.
PSI seeks qualified, dynamic candidates with significant expertise in project management including; planning, budget design & tracking, deliverables monitoring and compliance. This position requires working knowledge of various funders including CDC, DoD, USAID, DFID and Bill and Melinda Gates Foundation. The position also entails supervision of a direct report and dotted line reporting for covering the position of Program Manager for the Anglophone Africa region, specifically for supervising an Associate Program Manager .
- Ensuring that the various technical, operational, financial and administrative needs of assigned country programs are being met by liaising with the Associate Program Managers (APM) and developing relationships with the field and support departments;
- Lead and provide guidance/oversight to APMs and assist with annual operating budgets for platforms listed above.
- Assisting with managing communications with overseas staff when necessary.
- Providing guidance to Associate Program Managers with respect to problem solving.
- Supporting and contributing to New Business Development opportunities, including supporting Associate Program Managers with developing donor budgets and leading on cost proposals.
- Reviewing programmatic reports
- Conduct/support regularly monthly project financial reviews for portfolio, escalating issues as appropriate to Senior PM
- Support PSI’s end of year network quality standards (StEPs) as needed for porfolio
- Supporting the Associate Program Managers in budget management across all country platforms listed above, including budget realignments, cost-extensions, and no-cost extensions.
- Hold monthly meetings with the country teams to review health impact, monitor achievement against targets, track obstacles/challenges to achievement, burn rates, and other programmatic or financial issues as they arise;
- Advise Senior Regional Director, Deputy Regional Directors, and Senior Program Mangers on relevant issues; keeping them informed of significant developments and issues pertaining to the country programs or impacting operations overall.
- Coordinate communications between platform teams and PSI/W departments as relevant to the Anglophone program support;
- Hold monthly meetings with the country teams to review health impact, monitor achievement against targets, track obstacles/challenges to achievement, burn rates, and other programmatic or financial issues as they arise;
- Assume direct responsibility for the overall financial health of assigned country programs;
- Manage and support training/onboarding of program management team members as necessary;
- Attend regularly PMT meetings as well as any workshops or training sessions as needed
- Liase with Subaward Manager and Financial Analysts regularly to ensure financial health and subaward management needs are being well addressed and supported for portfolio;

The Basics:
- 5+ years of experience related to international development (international health preferred) and at least two years working in a developing country
- Exceptional problem-solving and organizational skills
- Significant experience in developing and monitoring budgets; experience with pay for performance awards a plus
- Demonstrated management capacity in a fast paced work environment
- Demonstrated experience with international donors and familiarity with international development and health issues; experience with USAID, CDC, DOD, DFID, and Bill and Melinda Gates Foundation highly preferred
- Fluency in English is required
- Creative, innovative and a strategic thinker.
- Effective verbal and written communicator
- Must be authorized to work in the United States. PSI will not consider work visa sponsorship for this positon
