The A&T Monitoring, Learning, and Evaluation (MLE) Advisor for Francophone Africa is responsible for providing state of the art technical guidance for monitoring, learning, and evaluation efforts for A&T projects and activities in Francophone Africa and will work as part of a global MLE team based in Washington D.C. The Technical Advisor will support A&T country programs to design and implement routine data collection systems, evaluations, implementation research activities, as well as strengthen national data collection systems and facilitate strategic use of data. They may also be asked to contribute to or spearhead specific A&T global MLE strategies and initiatives as needed and represent A&T at a variety of fora. The Advisor will report to the A&T MLE Director.   

Areas of Responsibility: 

The list below covers the general range of activities that may be asked of the Technical Advisor. Her/his actual roles will depend on regional/country-level needs and priorities:

  • Provide thought leadership in measurement, learning, and evaluation of maternal, infant, and young child feeding programs.
  • Support A&T Francophone Africa country teams with management of implementation and other research and evaluation activities, including monitoring overall progress of research activities and ensuring their timely completion, ensuring technical quality of research, liaising with research partners and other key research stakeholders, ensuring production of robust research deliverables and their appropriate dissemination.
  • Provide MLE guidance and capacity building as needed to A&T Africa MLE staff, including formulation of MLE support plans, trainings, assistance with indicator selection and/or development, data collection techniques and methodologies, data analysis, and reporting protocols.
  • Support country teams to strengthen national health information systems, particularly around data use for program improvement and achieving higher coverage of health and nutrition services
  • Help A&T country teams to use data and research to support program adjustments.
  • Ensure timely and effective communication of MLE results to a variety of actors, including assistance with and review of prepared tables, graphs, reports and visual presentations produced by A&T Africa teams.
  • Manage the MLE budget for A&T Africa and related sub-contracts as needed.
  • Manage IRB requirements for A&T Africa research (conducted by A&T or its MLE partners).

Other roles/responsibilities:

  • Contribute to A&T annual work plans, budgets (especially the MLE component) and project reports and ensure timely reporting and responses to requests for information to HQ and to A&T donors.
  • Actively participate in, contribute to and, in some cases, conduct or help facilitate major A&T program development and implementation activities (strategic planning, program presentations, advocacy and policy meetings, workshops), as appropriate.
  • Present/disseminate program results and MLE data to regions and districts as needed, projects and partners, and other professional colleagues and organizations at state, national, or global level.
  • Contribute to cross-country MLE processes, as pertinent to reflect the Africa portfolio.
  • Represent A&T at global, national, or subnational forums on A&T MLE products and processes as appropriate.

Supervision Given/Received:

  • Coordinates own workflow and sets individual priorities. Works under general guidelines for completion and accuracy as determined by the supervisor. Accomplishes results through lower-level staff managers or through experienced staff who exercise independence in their assignments.
Educational Background: 
Master’s Degree or its International Equivalent in nutrition or public health. PhD preferred.
Skills/Experience: 
  • 5-8 years of relevant experience with monitoring and evaluation of public health or other social sector programs, related to nutrition strongly preferred.
  • Demonstrated ability to support and manage a portfolio of MLE activities and systems, including implementation of a range of MLE activities. Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Knowledge of and experience with research design and a range of quantitative and qualitative data collection techniques and approaches, which may include any/all of: health and nutrition surveys; designing impact and performance evaluations; sampling approaches; focus groups; ethnographic methods; quality assurance/quality control; diagnostic studies; participatory evaluation techniques.
  • Knowledge and experience of MIYCN program and policy initiatives.
  • Experience in communicating MLE results to a variety of audiences, and in using monitoring data to improve programs.
  • Willingness to travel as required.
  • Experience in analysis and interpretation of quantitative and qualitative data.
  • Excellent written and spoken English required. Fluent written and spoken French required

Specific Knowledge Requirements:

  • Excellent skills in research design.
  • Strong interpersonal and organizational skills.
  • Expertise in quantitative data analysis and quantitative research skills (e.g., sampling). Experience using STATA, SAS, EpiInfo, or SPSS for quantitative analysis.
  • Familiarity with MIYCN indicators and their interpretation.
  • Ability to manage and provide technical oversight of large sub-agreements with implementation partners.
  • Excellent problem-solving skills.
  • Excellent writing, editorial, communication, and attention to detail skills, including strong presentation skills.
