Manager, Humanitarian Response

The Humanitarian Response Manager’s primary responsibility is to manage the day to day operations of the Humanitarian Surge Team (HST) within the Department of Humanitarian Response (DHR) and serve as the SCUS focal point for surge staffing into international humanitarian responses. The Manager will engage heavily across technical and operational departments within SCUS and the wider Save the Children membership to ensure appropriate and strategic deployment of response personnel.  In addition, the Manager will be expected to deploy to new or ongoing humanitarian responses; fulfilling a range of humanitarian response functions which may include human resources, information and communications and proposal development roles- dependent on candidates skill set and experience.

Areas of Responsibility: 

Management of the Humanitarian Surge Team (45%)

  • Coordination: Act as primary point of contact to liaise with country offices to facilitate terms and conditions of HST deployments; Liaise and coordinate extensively within DHR, SCUS technical departments, HR and finance for facilitation of HST recruitment, deployment and billing;
  • Financial management: Ensure program is run on a cost neutral basis—closely tracking and reporting cost recovery calculations for individual HSTs and the HST scheme as a whole. Budget development and monitoring against changing projected and actual expenses. Prepare quarterly (YTD) management reports on actual vs. project cost recovery for the HST scheme and provide projected cost recovery for the next quarter.
  • Database management: Maintain ownership and oversight of SCUS’s deployment database which manages deployment reporting, invoicing and cost recovery of the scheme.
  • Human Resources: Lead on HR functions for HSTs including, but not limited to, facilitating HST recruitment, liaising with HR regarding employee benefits/policies, manage HST consultant benefits and contract terms, guide HST managers on roles and responsibilities of HST management, and oversee capacity building fund management.
  • Operations and Administration: Provide operational and administrative guidance for the HST Program, supporting HST Associate with administrative duties and deployment logistics as needed; Lead on improvement of administrative processes, procedures and tools used for the HST scheme to ensure improved efficiency, effectiveness and the best support possible to HSTs
  • Monitoring and reporting: Develop, track and analyze key qualitative metrics relating to HST deployments to be provided in conjunction with quarterly cost recovery reports to management; Provide key information of surge personnel to DHR leadership to inform decision making at the onset of an emergency and in discussions of strategic direction.

Management of SCUS Global Humanitarian Register and HQ International Deployments (10%)

  • Maintain primary ownership and management of the Global Humanitarian Register for SCUS, ensuring the register is regularly updated, analyzed and shared with relevant stakeholders within SCUS and SCI.
  • Oversee and negotiate all HQ deployments into global humanitarian responses in coordination with the deploying staff member and Humanitarian Response Associate.
  • Serve as first point of contact for staffing requests, notify GHR members and coordinate/advise on available staff to senior management and SCI.
  • Serve as the point of contact for agency staff interested in humanitarian response to provide guidance and planning on how to build capacity and work to identify deployment and learning
  • In the event of large emergencies, facilitate the recruitment, contracting and deployment of short term consultants in to responses.

SCI and Member Engagement and Representation (20%)

  • Support to SCUS engagement on the Save the Children Humanitarian Surge Working Group to coordinate and align SCUS surge capacity with global supply and demand; Co-lead on specific HSWG projects championed by SCUS.
  • Participate in various workstreams to feed into the structure, governance, management and transition of HSTs to the common surge platform based on SCUS priorities
  • Coordinate with other Save the Children member deployment managers to streamline, consolidate and improve surge deployment systems and processes.
  • Ensure the SCUS deployment database interfaces effectively with SCI and other members for accurate and up to date deployment and personnel reporting.

Emergency Health Unit (15%)

  • Advise Senior Humanitarian Response Coordinator on administrative management of the Emergency Health Unit ranging from deployment administration/coordination and basic finance and HR management;
  • Support the Senior Humanitarian Response Coordinator on management of the financial tracking and spend of EHU funding streams
  • Co-lead recruitment of EHU staff with technical line managers and lead contracting process for EHU contractors and/or coordination of employment process for EHU employees
  • Serve as point of contact for any HR related questions from EHU team members
  • Provide operational guidance for improvement of EHU administration in SCUS
  • Serve as liaison between EHU global management team and SCUS

Deploy in Humanitarian Responses: 10%

  • Serve on SC’s Global Humanitarian Register; deploy on responses as requested- domestic and international
Educational Background: 
High School diploma
Skills/Experience: 
  • 3-5 years of Non-Governmental Organization (NGO)/UN experience working in the humanitarian sector
  • Proven problem solver and ability to prioritize in a fast paced and often high pressure work environment
  • Adaptability and flexibility to manage shifting priorities and deadlines
  • Highly organized with attention to detail
  • Strategic thinking and proven ability to identify gaps, propose solutions and carry these out
  • Experience working with multi-cultural teams, remote management and working effectively across time zones
  • Experience managing individuals or teams and managing HR matters;
  • Proven financial management and analysis skills, including the managing and tracking of budgets;
  • Proven data management and report writing/editing skills;
  • Ability to travel up to 15%. Able and willing to deploy (sometimes on short notice) to an acute or chronic emergency context, international or domestic for up to 2 months at a time. Ability to travel domestically and internationally for meetings
  • Excellent computer skills (Word, Excel, PowerPoint, Access).

Preferred

  • Master’s Degree in field related to humanitarian or development work
  • Experience working overseas, preferably in humanitarian contexts
  • Experience working with staff deploying in emergencies and emergency coordination;
  • Experience working with corporate financial and HR systems
