Interim Senior/Program Officer, Measurement & Insights

This is an interim backfill role to cover for an employee who will be out on parental leave.  The duration of the assignment is targeted for 18 months starting in September. However, the start and end dates may change.

The Interim Senior/Program Officer (SPO or PO) is responsible for providing Communications Measurement & Evaluation support to foundation communications strategies. 

Areas of Responsibility: 

Key responsibilities of the S/PO include, but are not limited to, the following:

  • This includes the development of theories of change, KPIs, and learning agendas. 
  • Presenting and communicating data insights to partners, including senior leadership, using the appropriate visualization techniques based on the data.
  • Developing and implementing tools/systems to measure the outputs, outcomes and impact of the foundation’s communications
  • Managing vendors involved in the production and collection of communications data. Lead in developing and maintenance of scorecards and dashboards with KPIs throughout the year.
  • Leading Multivariate and A/B testing to constantly improve campaign audience targeting, and messaging.
Educational Background: 
Advanced related degree preferred (or equivalent work experience) with preferably a mix of service in either the public or non-profit sectors.

You have demonstrated skills and/or strong expertise in media analytics – including social media analytics, traditional media monitoring, network and sentiment analysis, and owned channel performance. Additional qualifications include:

  • Demonstrated familiarity with, and effective use of, digital metrics (Adobe Analytics, social media analytics, CRM, etc.), as well as tracking tools and techniques (e.g. CID/UTM codes, Pixel-based audience remarketing). Knowledge of paid promotions techniques is a plus
  • Advanced practical knowledge of Microsoft Excel, including pivot -tables and macros, and strong data visualization skills in PowerPoint.
  • Advanced knowledge and practical expertise in a professional capacity (preferably in a client-oriented organization - PR Agency – or advocacy-oriented NGO) of communication measurement and evaluation strategies, program management and/or project management.
  • Demonstrated ability to undertake research, identify opportunities from data analysis and present findings in a concise manner to a diverse partner group.
  • Proficient at presenting data in a visually attractive, compelling, and comprehensible manner through scorecards, dashboards or infographics.
  • Experience crafting projects in communications and advocacy. Specifically, developing theories of change, indicators for evaluating success, and reporting.
  • Experience commissioning and/or implementing public opinion research (both quantitative and qualitative)
  • Availability to travel 25% of the time.
  • Preference given to people who’ve worked in an agency at some point.
  • Experience in project management and managing vendors producing research and evaluations.
  • Preferred location is Seattle – DC also possible.
  • At least 5-7 years of experience doing research/evaluation work.
