Interim Senior Program Officer, Global Policy and Advocacy

Develop and manage one or more portfolio of grants and contracts requiring high-level grant management, monitoring and evaluation skills. This portfolio will include, but is not limited to, Agriculture and Nutrition. As a key advisor, you are responsible for the continued development of the team’s vision, while partnering closely with leadership to set the overall strategy and goals for the team.

Areas of Responsibility: 
  • Design, develop and implement strategies to effectively engage the federal government to meet foundation priorities related to foreign aid and global health and development funding, priorities related to Agriculture and Nutrition
  • Build, foster and leverage long-lasting senior level relationships with key external stakeholders, including but not limited to US Government officials
  • Gather and analyze political intelligence intel and disseminate regular updates across key internal stakeholders
  • Manage internal stakeholders across multiple teams in a highly matrixed and collaborative fashion
  • Prepare, support and staff leadership meetings with US government officials, including writing all political intelligence and briefing notes
  • Partner with grantees to develop project objectives and define key outcomes and milestones, ensuring that appropriate monitoring and evaluations systems and processes are established to produce robust evaluation of outcomes
  • Partner with other Government Relations colleagues to share information and collaborate on improving and enhancing foundation relationships with the US federal government
  • Negotiate, execute, and manage complex portfolio of grants or performance-based contracts. Review letters of inquiry and grant proposals and provide clear, concise and insightful written analyses and recommendations for funding.
  • Consult with grantees and other partners to maximize impact of projects and ensure grants are meeting strategy goals. This may include: site visits, providing operational guidance and convening meetings of key stakeholders.
  • Develop, manage, resource, and implement a program that aligns with foundation strategy and is operationally integrated with other foundation programs. Contribute to the design of new strategies, collaborations and implementation plans to ensure long-term sustainability and impact.
  • Represent the foundation to key program-related external constituencies, as appropriate, on committees related to area of expertise and responsibilities of the position.
  • This role may manage employees and may be responsible for hiring the talent needed to achieve our goals, ensuring successful employee onboarding, communicating performance expectations, creating goal alignment, integrating project and change management, giving and seeking feedback, providing coaching, measuring progress and holding people accountable, supporting employee development, and recognizing achievement and lessons learned.
Educational Background: 
Advanced degree with 7+ years of experience on Capitol Hill, the Administration or in a senior government relations function

Core Knowledge and Skills

  • Proven expertise in policies and programs related to international Agriculture and Nutrition
  • Detailed knowledge of and/or senior level work experience in the US government, including the roles most important to foundation priorities
  • Deep knowledge of the political landscape in the United States
  • Access to senior level government officials and ability to build on existing network
  • Demonstrated record of success of working with advocacy partners in support of ODA funding
  • Experience in the conception, design and management of strategies, initiatives and programs related to motivating an enhanced government response
  • Knowledge of the legislative and administrative processes and structures in the US Federal Government pertinent to foundation prioritiess
  • Proven ability to lead and influence others in a constructive manner and to build and sustain collaborative relationships.
  • Excellent verbal and written communication skills, able to effectively synthesize information to reach diverse audiences and build consensus
  • Ability to work in a highly matrixed environment and proven ability to discern and leverage the internal tools and resources necessary to meet stated goals
