Director, Programs and Operations

The Director, Programs & Operations plays a critical function within the large Department of Global Health (DGH). Working with the department’s Vice President, Associate Vice President, and Senior Finance Director, the Program & Operations Director ensures the department’s resources, which includes finances and personnel, are well-managed and distributed to contribute to the success of the country-based programs. This position is also serves as a champion of continuous improvement, organizing the department’s change management work, and is actively engaged in strategic planning.

The individual in this position supervises a team of program, operations, and technical staff who provide department, team and project-specific support across the department. This includes oversight of the Knowledge Management technical team—and subsequently over the knowledge products produced by the department—and all program administrative functions. S/he also serves as a member of the DGH Senior Leadership Team.

Areas of Responsibility: 

Department Personnel Liaison (50% Level of Effort (LOE):

  • Serve as DGH’s key internal point of contact for personnel related items, which includes managing all recruitment and personnel changes; overseeing the annual performance review process; building and sustaining a department-specific onboarding program; developing key trainings for staff; and creating resources to make the day-to-day work of DGH employees easier.
  • Coordinate with DGH senior leadership, other technical teams across the agency, and the DC-based Office Operations team to ensure and strengthen coordination amongst teams and consistency in the application of policies.

Program and Operations Team Management (20% LOE):

  • Directly manage a team of program management, operational, and knowledge management staff.
  • Oversee the creation of the department’s knowledge management products.
  • Develop, maintain, and allocate work to an effective cadre of support staff to support country programs;
  • Build the capacity of junior staff through professional and personal development trainings and opportunities;
  • Support country offices by ensuring access to programmatic and operational support.

Strategic and Operational Planning (20% LOE):

  • Participate in agency and departmental strategic and operational planning processes to achieve department-wide and agency global health goals and objectives.
  • Drive components of the annual planning/budgeting processes.

Lead on Continuous Improvement (10% LOE)

  • Ensure efficiency of DGH systems to support programming. Work with individuals across the department to improve DGH systems and ways of working.
  • Oversee the department’s continuous improvement and change management projects.
  • Lead several continuous improvement projects on a yearly basis, which can be to benefit the department or the agency at-large.
Educational Background: 
Minimum of bachelor’s degree;
Skills/Experience: 
  • Minimum of 7-10 years' experience in management/leadership positions involving building budgets, strategic planning, and managing program systems and administrative/office operations, at least 6 years of which have been in international relief/development;
  • Has developed and implemented administrative systems, policies and procedures and trained others in those areas;
  • Excellent written English skills and computer skills. Proficiency in Microsoft Suite and ability to master new systems quickly;
  • Demonstrated ability to build effective teams (both large and small), manage staff, encourage personal growth and promote organizational linkages;
  • Ability to lead and facilitate groups to arrive at a consensus on issues, develop an implementation plan, and deliver results;
  • Excellent customer service and strong interpersonal communications skills;
  • Establishes course of action for self and maybe others and ensures work is completed efficiently and effectively in accordance with SC values.

Preferred Qualifications

  • Advanced degree in relevant field or equivalent relevant experience;
  • Field experience supporting international programs.
