Areas of Responsibility: 

Support Global Programs (40%):

  • Develop and support quality, standardized MEAL systems in a global food security and livelihoods portfolio, ensuring that M&E requirements for both USAID/ Bureau of Humanitarian Assistance (USAID/ FFP and OFDA) and other sources of public funding (for example, Bureau of Resilience & Food Security) are understood and incorporated.
  • Develop clear and standardized M&E guidelines, protocols, templates, and activity schedules for field-based M&E teams and SCUS-based FSL/ EFSL M&E personnel to ensure the quality and regularity of program monitoring data.
  • Identify common issues related to MEAL across programs and address as necessary, standardizing and incorporating improved technologies where appropriate.
  • Support efforts to develop or adapt appropriate electronic beneficiary tracking and monitoring technology for incorporation across the portfolio.
  • Provide remote and in-country Technical Assistance (TA) to both M&E staff and technical program leads.
  • Represent the M&E aspects of programs and proposals to donor counterparts.

Supervise FSL/ EFSL M&E Personnel (20%):

  • Coordinate, monitor and – to the extent necessary – standardize the work of FSL/ EFSL M&E personnel, including three Senior Specialists.
  • Ensure that the team is responsive to, and maintains constructive working relationships with, DHL, country office, and other department colleagues.
  • Assign M&E personnel to provide support to programs, M&E events, proposals, learning studies, conferences/ presentations, and other tasks and efforts as required.
  • Ensure that team members possess and maintain the skills required to provide quality M&E services.
  • Coordinate concerted efforts involving multiple team members to address proactively any major M&E events or issues that may arise at SCUS or in the field.

 Support Technical Leadership and Quality Programming (10%):

  • Data management/reporting: Provide guidance on the collection of data from the field, support analysis, and produce/contribute to reports (including PREPs and ARRs) for managers, donors and external audiences. Ensure data is used to improve program implementation by sharing effectively with other technical advisors and generating discussion on how to use data for adaptive management.
  • Evaluation: Support the development of key evaluation questions, data collection and analysis to assess program outcomes and impact including, but not limited to, baselines, mid-term and final evaluations, as well as annual surveys and special studies.
  • Quality Assurance: Conduct internal data quality audits.
  • Capacity building: Participate in the planning and delivery of M&E training for DHL staff and others in the field or SCUS; promote cross-fertilization of ideas and information exchanges across programs.
  • Recruitment and Staffing: Working with program staff, identify strong M&E candidates both for short-term and long-term positions.
  • External training opportunities: Coordinate with internal and external M&E stakeholders, including within SCI, to identify and communicate M&E training opportunities for food security program managers and technical staff.

Program Learning and Innovation (10%):

  • Ensure that learning agendas are formulated for all major DHL programs, and that these learning agendas are clearly related to departmental strategic learning and research objectives; contribute the articulation of departmental research and learning priorities.
  • Participate in technical advisory coordination meetings and ensure that synergies between the efforts of technical and MEAL advisors/ senior specialists are realized whenever possible.
  • Support food security research activities: Build partnerships with research organizations and collaborate on specific research projects for priority areas.
  • Support growth and development of food security evidence base: Assist DHL staff in operations research design, monitoring, evaluation and documentation.
  • Identify and liaise with other M&E leaders in the food security and livelihoods field: Participate in and contribute to technical meetings in order to learn from key stakeholders as well as to share findings from SC’s M&E efforts in livelihoods and food security programming.
  • Documentation and information: Participate in the process to systematize the identification, documentation, and sharing of program-related better practices in the agency. Compile and disseminate other M&E information useful for adaptive management on DHL programs.

Resource Mobilization (15%):

  • Program proposal development: Assist in program design and in developing M&E frameworks, M&E Plans, Theories of Change, learning agendas, and implementation plans for livelihoods and food security proposals. Coordinate the efforts of FSL/ EFSL team members regarding the same.
  • Research proposal development: Write proposals, in conjunction with partner research organizations, to fund specific research or learning projects in the areas of livelihoods and food security.

Representation: (5%)

  • Represent Hunger and Livelihoods at the agency level and contribute to agency-wide M&E and research best practices, including serving on the International Program Division M&E Working Group and participating in advising on agency M&E policy.
  • Work closely with other SCUS departments on M&E matters of mutual interest, especially as they apply to global and/or multi-country programs.
Educational Background: 
Bachelor’s degree in a field relevant to Monitoring & Evaluation in an international development context required.
Skills/Experience: 
  • Represent EFSL/ FSL MEAL areas of collaboration or learning with donors and colleague agencies.
  • Minimum of 7-10 years of experience in international development, with an emphasis on design, monitoring, and evaluation of international programs.
  • Successful research and learning-oriented grant writing experience required.
  • Demonstrated experience in the design and implementation of rigorous surveys and studies.
  • Demonstrated knowledge of data analysis.
  • Experience with the latest developments in data collection, data analysis and data interpretation software and technologies.
  • Experience with programs funded by USAID and related M&E requirements, particularly (but not limited to) FFP and BFS.
  • Experience in developing training programs including curriculum design, presentation and teaching skills, and training-of-trainers methods.
  • At least five years of experience managing team members and set and achieve a shared objective.
  • Excellent PC/database skills and knowledge of current statistical packages.
  • Knowledge of and/or experience with results frameworks, M&E plans, and program evaluations.
  • Ability to give effective and engaging presentations to groups and individuals.
  • Excellent writing and communications skills in English.
  • Ability to work under tight deadlines, manage multiple tasks simultaneously, and effectively work with multi-cultural teams.
  • Ability to travel internationally approximately 30% of the time.

Preferred Qualifications

  • Master’s degree in a related field.
  • Foreign language skills (French preferred or Spanish).
