Habitat for Humanity International (HFHI) is currently seeking an expert in housing affordability and public policy for the Director - Housing Policy Analysis position. The Director - Housing Policy Analysis is responsible for housing policy analysis for all U.S. HFHI public policy priorities, including both federal policy and state and local policy, as well as supporting the public policy efforts for Habitat's first-ever US advocacy campaign. The position will advise the HFH network on critical housing policy issues to support efforts to drive policy change at the local, state, and national levels. 

Located in HFHI's Washington, D.C. office and reporting to the VP - Government Relations and Advocacy, the Director - Housing Policy Analysis will provide critical analysis and policy advice to Habitat's advocacy campaigns team, Federal Relations team, State/Local team and Local and State HFH organizations. Additionally, the Director - Housing Policy Analysis will represent HFHI before government agencies and officials and within coalitions, associations, and organizations as needed and act as a public policy advisor for cross-functional teams within HFHI and the broader HFH network. 

Areas of Responsibility: 
  • Leading the development HFHI's U.S. public policy agenda, in coordination with the US government relations team
  • Analyzing housing legislation and other housing policy documents and summarizing the information into simplified briefing materials
  • Developing, with support from broader US government relations team, written materials, justifications and guidance on priority HFH US public policy matters at the local, state and nation levels, guided by inputs from HFHI and the broader HFH network
  • Providing strategic direction and leadership to the public policy elements of HFH US advocacy campaigns and partner extensively with the US advocacy campaigns team
  • Representing HFHI within key membership organizations and coalitions, in coordination with the US government relations team
  • Representing HFHI's Office of Government Relations and Advocacy on internal HFHI working groups, committees, task forces, etc.
  • Supporting global public policy efforts on a limited basis and in coordination with HFHI's global public policy team
Educational Background: 
Bachelor's Degree
Skills/Experience: 
  • 7+ years experience of housing policy analysis and/or development 
  • Significant experience with and knowledge of U.S. affordable housing policy
  • Excellent written and oral communication skills
  • Proven ability to work in a bi-partisan and non-partisan environment
  • Proven ability to work within a strong team of experts and to work within the complexities of a large organization
  • Ability to interpret and influence local, state and federal policy and law
  • Understanding of the relationship between public policy analysis and government relations and advocacy
  • Law degree or graduate degree in a relevant field of study preferred
  • Experience working in the Washington DC environment and in the non-profit sector preferred
  • Experience working in a large organization with a federated structure preferred
  • Proven servant leadership philosophy preferred
