Director, Global Fund Operations

The Director, Global Fund Operation and Award Management (D/GF) is responsible for overseeing the design and management of Save the Children’s Global Fund (GF) and other program operations and award management functions under the Department of Global Health (DGH). The position works closely with and provides guidance on those functions to the SCUS HIV and TB team and the GF Teams in countries who oversee the implementation of GF grants in these countries.

The D/GF is accountable for achieving results in strategic and operational plans, and responsible for setting clear objectives and measures for self and others. The D/GF exercises independent judgment and discretion on significant matters. After approval by senior management, implements objectives independently, with management support, to determine accomplishment, key milestones and overall success. The positon may interact directly with Senior Management at the highest levels in the Agency and may serve as an Advisor to Senior Management in specific area of expertise. The position most frequently provides information (either up, sideways, or down) and relates well to staff at all levels and builds relationships.

Reporting to the Senior Director of HIV/AIDS & TB, the D/GF has a dotted line reporting to the Senior Director of Finance and Portfolio Management in DGH. The position also works closely with other staff in DGH, including technical advisors and awards managers, and other Divisions, such as Finance, to ensure relevant and effective communication between the GF Account, SCUS, and SCI, among the SC/GF team and with partners on all GF programs.

Areas of Responsibility: 

Program Design and Program Management (30%)

  • Work with SC’s Country GF Program Management Units (PMU) during program design, final negotiation, annual work planning and budgeting; and review and approve work plans and budgets before submission to the GF.
  • Assist in the development and review of budgets and other complex grant documents for accuracy, completeness, compliance with SC’s policies and Global Fund requirements.
  • Participate in grant negotiations with the Global Fund, ensuring that SC’s approaches, policies, and structures are adequately explained and taken into account in budgets and planning documents.
  • Provide direct award management and operations technical assistance to country programs during the start-up and implementation phases.
  • Ensure that GF Expression of Interest (EOI) requests are designed in alignment with requirements set forth by the CCM or the GF contract unit.
  • Ensure efficient and effective program planning and implementation by working collaboratively with Country Offices (COs), SCI HQ, other SC members, and relevant partners and sub-grantees. Serve as main point of contact on assigned awards for Country Offices and SCUS stakeholders (i.e., technical assistance (TA) providers, program officers, other Business Teams, Finance, Grants and Contracts, HR, etc.).
  • Review and assist in finalizing required deliverables, including country progress reports (PU and PUDRs), ensuring that reporting is timely, accurate, and results focused; ensure appropriate inputs to DGH/SC reporting
  • Identify management capacity areas needing improvement, and, in collaboration with the Senior Director and other members of the HQ account management team, supports country programs to proactively address issues and gaps. In collaboration with senior management, develops and communicates the two year GF Strategy and Operational Plan for the Save the Children Account.
  • Review country performance against expected results and spending against approved budgets, and take action as needed to bring both into line with approved plans.
  • Refine and finalize Global Fund Standard Operating Procedures – ensuring consistency of approaches across GF awards.
  • Provide direct award management support to 2-3 grants.
  • Supervise and support the unit’s award management and program support staff, as well as the GF Knowledge Management efforts.
  • Assist in the review of Global Fund agreements, protocols, and other governing documents, and provides analysis as needed. The position keeps current and shares new and revised Global Fund policies and procedures, and advises on the implications for Save the Children.
  • Provide advice on Global Fund procedures for grant management, and other issues related more broadly to grant implementation processes, including trends at the Global Fund. In collaboration with the Office of the Legal Counsel, Grants and Contracts, regions, and country programs, identifies needs for legal agreements within the scope of grant implementation and coordinates drafts, reviews and updates as needed.
  • As needed, serve as liaison between country programs and SC’s HQ departments, and sub-recipient INGO headquarters to plan for and resolve finance, procurement, and other grant management issues.

Finance & Grants Management (30%)

  • Assist with budget planning and monitor monthly budget versus actual expenditures; compile and analyze annual and budget submissions.
  • Work with award managers and relevant technical staff on a monthly basis to monitor rate of spending in-country and at headquarters, including charges such as personnel, travel, consultancy, sub-grant agreements, and troubleshoot and escalate issues as needed.
  • Ensure expense charges are allowable, allocable and reasonable; and follow up to ensure errors are corrected timely.
  • Track and monitor grant-specific Level of effort (LOE) reporting as needed.
  • Ensure that expenses are in line with proposed budget and donor and agency policies.
  • Ensure that information in Agresso and Award Management System is complete and up to date.
  • Travel to field offices to ensure that the operational, financial and grant management are in accordance with donor and agency standards and guidelines.
  • Coordinate monthly calls with technical advisors, award managers and PMU teams to monitor financial spending and forecast.
  • Support start-up workshops for new GF grants, and all partner sub-recipient (SR) agreements.
  • Serve as Home Office “watcher” for all wambo.org procurement orders, and all GF procurement related issues.
  • Support agency wide cost allocation methodolgy (CAM) reviews, and other award management related issues.
  • Participate in country review meetings with Country PMU Teams and Executive Management Team.

Human Resources (20%)

  • Supervise finance, awards and/or program management staff members at headquarters and SCUS hired key personnel (e.g. deputy chiefs of party in the field, as needed).
  • Lead orientation and capacity-strengthening trainings for operations and award management team members.
  • Support professional development of staff, individually and as a team by ensuring access to internal and external opportunities and regularly assessing progress towards these goals.
  • Work with supervisor to foresee and resolve management and human resource issues.
  • Oversee the formation and management of SC-led GF PMU Teams, including recruitment and orientation of Deputy Chiefs of Party.
  • Support Chiefs of Party and PMU in problem solving.

Representation and Communication (10%)

  • Document and communicate lessons from ongoing grant management to improve field and HQ management and operations of Global Fund grants;
  • Facilitate communication flow and catalyze sharing of essential information among field staff, program staff, technical staff and GF.
  • Serve as the primary contact with GF in Geneva for all operations related issues, including legal, finance, procurement, risk assurance and audit.
  • Navigate donor and SR partner challenges in a transparent manner to support the success of the country program and team.
  • Keep the Sr. Director and DGH leadership apprised of issues that need senior level attention.
  • Communicate with SCI Country Directors and regional offices as needed to problem solve and to optimize implementation and documentation of SC’s work under GF.
  • Represent Save the Children on the Civil Society Principal Recipient Network (CSPRN).
  • Contributes to case studies that will promote SC’s work for Global Fund and SC’s publications, in collaboration with country program staff and HQ staff.
  • Maintain key relationships with the operational units of other departments, e.g. Global Procurement Unit, Resource Development Units, and Global Finance, and maintains key relationships with counterparts at peer agencies and working groups as appropriate, and represents Save the Children on the CSPRN.

New Business/Program development (10%)

  • Coordinate new business development once the opportunities are identified by Senior Director and work with the team (Technical, Finance, M&E etc.) on pre-positioning, proposal development and submissions.
  • Represent HIV&TB team in various NBD related meetings and keep track of NBD related activities and progress on various opportunities
  • Prepare and/or oversee the preparation and internal approval of cost proposals for new funding opportunities.
  • Provide quality control, guidance, and troubleshooting when issues arise, and negotiate budget matters with country offices and partners.
  • Oversee and provide capacity building training to headquarters and country offices on pursuing Global Fund and non-GF opportunities.
Educational Background: 
Bachelor’s degree or equivalent relevant experience required.
Skills/Experience: 
  • Minimum 7-10 years of mid- to senior-level experience in designing, implementing or managing and overseeing financial and administrative operations of complex programs in developing countries.
  • Understanding and experience with donor relations and requirements including development of proposals, work-plans, and financial reports.
  • Strong command of Microsoft Excel, with experience developing complex Excel workbooks.
  • Experience strengthening staff competencies and technical skills, including the creation and delivery of training modules, job resources and tools, and business processes.
  • Strategic decision-making skills, identifying key issues and long-term goal/vision.
  • Experience forming strategic alliances/partnerships.
  • Strong people management, interpersonal, teamwork and cross-cultural communication skills.
  • Ability to build relationships and interact effectively with technical experts, other partners and donor representatives.
  • A demonstrated ability to work well under pressure and in team situations.
  • Excellent organizational, attention to detail, and time management skills.

  • The job requires up to 30-40% of travel internationally, occasionally on short notice.

Preferred Qualifications

  • Advanced degree in Public Health, Business Administration, or related field.
  • Strong preference for experience specific to HIV, TB and Malaria programs.
  • Strong program planning and management skills, including familiarity with common planning frameworks and monitoring tools.
  • Experience managing Global Fund grants and knowledge of Global Fund policies and procedures.
  • Ability to effectively delegate to and mentor country, program and technical staff.
  • Experience working in insecure/hardship areas.
  • French language skills.
