The Director, Emergency Food Security and Livelihoods (EFSL) is responsible for the managerial and technical leadership of SC’s food security and livelihoods emergency response and recovery programs, particularly in the areas of: short-term safety nets (cash and food resource provisioning), disaster risk reduction, livelihoods recovery, and emergency food security assessments. S/he will be responsible for portfolio strategy and focus, program growth, and quality programming. The Director is accountable for achieving results for the Department of Hunger and Livelihoods (DHL) as set out in agency strategic plans, departmental operational plans, and in accordance with SC’s core values of ensuring results for children.
Areas of Responsibility:
Portfolio Management (20%)
- Oversee award management staff to ensure EFSL awards are properly managed, meeting deliverables, and remaining compliant.
- Ensure technical and award management support needs for EFSL awards are met.
- Anticipate risks and problems with EFSL awards, escalate issues as appropriate, and lead on finding acceptable solutions to identified issues.
- Promote quality improvements in EFSL programs, identifying and sharing tools, and guiding development of tools and standards for managing and monitoring program outputs and budgets.
- Guide capacity building of staff and Country Office (CO) teams to manage EFSL awards.
- Monitor program accomplishments, identify and/or respond to needs for technical assistance to keep programs on track, and oversee global progress toward agreed-upon goals and related indicators.
Technical Leadership, Innovation and Knowledge Management (20%)
- Monitor new developments in the field of emergency food security and livelihoods.
- Identify opportunities to test and scale-up proven innovations and best practices (e.g., electronic payments, gender sensitive programing, youth livelihoods in emergencies, resilience strengthening approaches, and integrated programming).
- Oversee the documentation of best practices and innovations from SC programs, and disseminate key agency reports and best practices to staff.
- Ensure coordination of EFSL technical resources in support of non-EFSL managed awards.
Resource Mobilization (20%)
- Maintain relationships with key donors (e.g., OFDA and FFP) and SCI at headquarters and regional/country level.
- Contribute to agency knowledge and decision making concerning pursuit of funding opportunities.
- Ensure development, review and timely submission of high-quality proposals in response to identified opportunities.
- Develop private donor funding strategies and pursue opportunities.
External Partnerships and Representation (15%)
- Clearly communicate SC EFSL priorities, strategy and capabilities to external partners.
- Foster and grow strategic relationships with external partners.
- Present SC achievements and represent SC in external fora in collaboration with technical staff.
Global Program Strategy and Market Position (10%)
- Lead the development of the EFSL multiyear strategy, budget and annual operational plans in collaboration with the Hunger and Livelihoods Senior Management Team and technical staff.
- Determine priorities and manage resources to ensure priorities are met.
- Lead SC’s EFSL programmatic positioning with FFP, other donors and NGOs/key external and internal stakeholders.
Emergency Response and Internal Coordination (10%)
- Lead outreach and coordination initiatives with other offices within the agency (DHR, SCI, HTWG, Child Poverty GIs), and represent SC externally on targeted technical topics with donors and other stakeholders.
- Lead and/or support emergency response and recovery assessments and evaluations in country offices.
Advocacy (5%)
- Work with SC’s Public Policy and Advocacy Department to ensure EFSL concerns are appropriately included in advocacy work.
- Provide technical review for any EFSL components of advocacy documents.
Educational Background:
Bachelor’s degree in international development, development economics, food security, public nutrition or health, public administration, or related field.
Skills/Experience:
- Field-based experience in emergency response and recovery.
- Minimum 7-10 years of experience in emergency and/or development food security and/or livelihoods program management and technical support.
- Understanding of food security concepts and multi-sectoral programming.
- Experience with designing and implementing cash and food-based safety net activities, asset protection, disaster risk reduction (preparedness and mitigation), food security assessment and program design.
- Experience leading a team of experienced professionals.
- Familiarity with USAID and other donor programming priorities and technical requirements.
- Solid writing, editing, training and grant writing experience essential.
- Ability to travel internationally up to 25% of the time, be deployed for emergency response and assessment activities, and work independently, even in harsh environments.
- Strong communication and interpersonal skills and cultural sensitivity.
Preferred Qualifications
- Advanced degree in a related field preferred.
- French, Spanish or Arabic language skills a plus.
