FHI 360 seeks a qualified candidate for the position of Deputy Project Director, Capacity Development for an upcoming USAID-funded global project. The project seeks to increase the availability and utilization of quality health services and explore opportunities to scale up promising and innovative interventions by engaging with new and underutilized local organizations. Program activities will focus on capacity development, grants management, cross-sectoral partnership building, and scale up of innovative practices to achieve program goals. The Deputy Project Director, Capacity Development will oversee the program implementation.

The Deputy Director, Capacity Development will be responsible for leading the capacity development portfolio of work and ensuring technical excellence in capacity development programming.  The position will oversee a broad spectrum of activities including design and implementation of capacity development interventions; oversight of programmatic outcomes of subawards; coordination with other program teams to ensure the achievement of program outcomes; management of the capacity development technical assistance teams in country and in the US; oversight of the monitoring and evaluation and learning activities; and other activities as assigned.

Areas of Responsibility: 
  • Provide senior technical expertise and guidance to all local partner capacity development activities;
  • With the Senior Management team, contribute to the design the program’s subaward systems, including solicitation processes, programmatic review standards, early warning systems, performance monitoring systems, and risk assessment processes;
  • Liaise and coordinate with program partners providing capacity development support to ensure interventions meet the needs of subawardees;
  • Oversee and provide expertise to country capacity development teams to identify opportunities for shared capacity development interventions; support the development of capacity development interventions; ensure technical excellence in interventions delivered, and track achievements across regions;
  • Mentor country teams in tracking, analysis, and synthesis of capacity strengthening results to advance learning both within the program and externally;
  • Coordinates closely with the leadership team to ensure capacity strengthening is in line with program goals and budget;
  • Develops and nurtures a range of partnerships with civil society, the private sector, and other key partners by regularly meeting and consulting with all relevant agencies to share information and to stimulate joint design and implementation of interventions.
  • Serve as acting Project Director, as needed
  • Oversee project progress reporting and CLA activities including supervision of M&E and knowledge management activities
Educational Background: 
Bachelor's Degree required;
Skills/Experience: 
  • Master’s Degree or its international equivalent, in Public Health, Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or related field.
  • 10 years specialized experience in designing and providing capacity-strengthening technical assistance to local partners in global health areas (e.g., MCH, nutrition, TB)
  • Senior management experience including working with NGOs funded by USAID
  • Deep understanding of USAID-funded policies and programs
  • Experience working with a range of partners including local CSOs, faith-based organization, private sector institutions, social enterprises and others.
  • Proven experience managing and providing technical assistance to USAID funded grants programs
  • Considerable experience in designing and implementing capacity development interventions. Deep knowledge of ongoing and emerging issues in relation to capacity development for local partners.
  • Demonstrated experience with U.S. government assistance regulations ts and experience working in an international NGO/PVO environment.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
