Deputy Director - Translating Data for Implementation (DFI)

To support senior management in providing management and technical oversight of the 5 year USAID Translating Data for Implementation (DFI) program to ensure it is effectively and efficiently implemented. Provide overall management of both internal and external facing responsibilities, ranging from client and project management (business development, framing of key approaches, high-quality client delivery, written products) to administration (finance, contracts and grants, information technology, reporting, facilities), and human capital (HR/recruiting, mentoring, career progression).  Ensures that DFI receives the quality and quantity of services required in a timely manner. Ensures that rigorous systems are in place and that senior staff receive information required to assure compliance with these systems. Partner closely with senior management to chart the organization’s future growth and strategic response to demand for the organization’s services.

Areas of Responsibility: 
  • Serves as an aide to the Director, provides guidance, strategic support, and quality control to operational teams.
  • Acts on behalf of the Director as requested.
  • Works closely with the Director to ensure responsiveness to client.
  • Manages directly or through delegation the complex day to day operations of program/research/ technical support ensuring that key and necessary functions for the organization and partners (deliverables, financial controls, reporting, human resource actions, etc.) are being carried out accurately, are of excellent quality, within budget and produced on a timely basis.
  • Supervises (or delegate the supervision of) staff to achieve work plan deliverables and overall excellence in accordance with their respective professional development goals and demonstrated competencies.
  • Provides support for new business activities including proposal production, editing, and recruiting; review reports.
  • Identifies need for and provides regular training for new staff and team leaders on all projects.
  • Leads operational teams in the identification and articulation of problems resolved, results obtained, and lessons learned.
  • Represents Department on cross- organizational committees and work groups as assigned.
  • Contributes to building and maintaining strong working relationships across, Departments, Groups and Sectors.
  • Builds and maintains strong collaborations with Country and Regional Offices.
  • Partners with Enterprise Service units – including Information Solutions & Services, Finance, Human Resources, Contract Management Services, Regulatory Affairs & Quality Assurance.
  • Assess staffing needs regularly to ensure highest quality of service while maintaining cost efficient operations.
  • Manages directly or through delegation, the G&A budget for the Department.
  • Develops directly or through delegation, revenue budgets and forecasts.
  • Manages directly or through delegation, staff level of effort (LOE) for the Department.
  • Responds to and ensures compliance with information requests from the Group Director.
  • Ensure compliance with information requests from the Office of the COO.
  • Support performance management and professional development of direct reports.
  • Perform other job-related duties as assigned.
Educational Background: 
Bachelor's Degree or its International Equivalent • Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
Skills/Experience: 
  • Effective strategic planning, program evaluation and project management skills.
  • Ability to analyze and establish effective and supportive cross- program coordination, organizational procedures, and management systems.
  • Budgeting, financial management, and policies and procedures oversight experience.
  • Demonstrated public relations and diplomacy skills required.
  • Excellent oral and written communication skills.
  • Strong consultative and negotiation skills.
  • Strong critical thinking and problem solving skills to plan, organize, and manage resources for successful completion of projects.
  • Ability to build positive working relationships with donor or partner representatives, when appropriate.

  • Demonstrates good judgment regarding problem escalation to senior management.

Supervision Given/Received:

  • Assists in setting goals and budgets and the Department and leads the department in achieving strategic goals.
  • Leads coordination of resources for ongoing program/projects across functional areas and addresses/ resolves issues.
  • Typically reports to a Director or Business Unit Director.

Experience:

  • Typically requires a minimum of 5 - 10 years of experience with developing international programs and project management experience.
  • Demonstrated experience in multi-sector project management and implementation.
  • Highly proficient with MS Project, and the Microsoft suite of programs (Word, Excel, PowerPoint, Outlook, Visio).
  • Project Management Professional (PMP) or equivalent.
  • Must be able to read, write, and speak fluent English; fluent in host country language.
  • Experience working in a non-governmental organization (NGO).

Typical Physical Demands:

  • Typical office environment.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift 5-50 lbs.

Technology to be Used:

  • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

Travel Requirements:

  • 10%-25%
