FHI 360 seeks a qualified candidate for the position of Deputy Director, Technical for an upcoming USAID-funded global project, Meeting Targets and Maintaining Epidemic Control (TMEC).

TMEC is designed to address HIV prevention, care, and treatment gaps across the clinical cascade, with a focus on services for key populations, men, women, and families through technical assistance (TA) extension and field support.

**Availability of position is contingent upon funding and approval of key personnel by donor.

The Deputy Director, Technical of the TMEC project will be responsible for leading a broad spectrum of HIV-related activities, including programmatic planning and design, technical thought leadership (notably around the HIV services cascade for key populations, men, women, and families), and the communication and facilitation of global knowledge sharing on all aspects of HIV service delivery programs.

Areas of Responsibility: 
  • Provides technical assistance, guidance and capacity building including support for the design, implementation, and monitoring and evaluation of HIV prevention, care, and treatment programs for key populations, men, women, and families supported by FHI 360 and national and local partners.
  • Manages a team of technical experts and partners to ensure cohesion of technical competence and strategic alignment across a host of core program elements (notably around both access and uptake of services across the prevention, treatment and care continuum and demand for services).
  • Provides leadership and technical management in HIV prevention, care, and treatment by ensuring innovative, evidence-informed programming.
  • Provides technical leadership in planning, implementation, monitoring and evaluation of clinical care and treatment programs. Work with other project team members to develop and institute effective technical assistance and quality improvement programs that enable the project to provide comprehensive HIV services that meet PEPFAR standards.
  • Supports the development, implementation and monitoring of prevention, care and treatment related plans, especially in generalized epidemic scenarios across a range of field support countries. 
  • Ensures that appropriate technical strategies, tools, guidelines and SOP’s are developed and implemented in accordance to FHI 360, USAID, PEPFAR and international standards.
  • Leads technical innovations to increase access to HIV prevention, care, and treatment services for key populations, men, women, and families.
  • Creates opportunities to ensure that current HIV issues facing key populations, men, women, and families are streamlined into programmatic responses through a variety of fora.
  • As a member of the TMEC Senior Management team, facilitates cross-cutting communication with other relevant project units.
  • Develops and nurtures a range of partnerships with civil society, the private sector, and other key partners by regularly meeting and consulting with all relevant agencies to share information and to stimulate joint design and implementation of interventions.
  • Remains informed on current state-of-the-art programs in the HIV prevention, care and treatment field through the review of literature and articles and maintains links with other international bodies which specialize in HIV prevention, treatment and care.
  • Represents FHI 360 and the project in professional and public settings and makes presentations at professional meetings and conferences.
Educational Background: 
MD or PhD in public health, research or related field strongly preferred.
Skills/Experience: 
  • At least 10 years specialized experience in providing technical assistance and capacity building in HIV prevention, care and treatment programs in resource-limited settings – preferably in generalized HIV epidemic scenarios.
  • At least 10 years of senior management experience including working with NGOs.
  • Deep understanding of PEPFAR/USAID-funded policies and programs.
  • Considerable experience in designing and implementing HIV care and support projects in developing countries. Deep knowledge of ongoing and emerging issues in relation to HIV/AIDS care, treatment and support, as well as HIV prevention.
  • Experience with U.S. government contractual requirements and experience working in an international NGO/CSO environment desirable.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write and speak fluent English; Portuguese or French language skills desirable.

Knowledge and Skills:

  • Extensive experience in designing and implementing HIV prevention, care and treatment projects, including ART in developing countries facing the largest HIV burden.
  • Extensive experience working with key populations including sex workers, men who have sex with men, transgender persons and people who inject drugs (preferably in generalized HIV epidemic scenarios across Africa) is desirable.
  • Proven matrix management skills.
  • Strong networking skills (especially with key population networks and UN agencies)
  • Excellent communication (verbal and written) and adaptability skills.
  • Robust familiarity with the current scientific literature and evidence-informed HIV programming for key populations (especially around stigma reduction within health care settings).
  • Applied understanding of human rights-based approaches.
  • Knowledge of implementation science, operations research and all kind of evaluations (process, outcome as well as impact).
  • Understanding of HIV transmission dynamics and epidemiological modeling.
  • Sensitivity to cultural differences and understanding of the political and ethical issues. surrounding HIV infection, especially as they pertain to key populations.
  • Ability to manage teams, projects, consultants, and plan for the successful and timely implementation of programs.
  • Ability to work well with other units and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
