Responsible for strategy planning and operational aspects of the Development Policy & Finance (DPAF) team, including: leading strategic planning; insuring a performance management capability and culture; delivering strong operating efficiency including clear roles, talent needed to achieve the strategy and effective collaboration models with program strategy team (PST) partners.
The DDSPM is a critical advisor to the Director on strategy and organizational effectiveness and an expert resource available to the DPAF program staff on questions of strategy, planning, management, and foundation operations. The DDSPM is a member of the DPAF leadership team.
This is a senior position requiring leadership, strategic focus, strong management skills, and personal initiative.
- Insure a cohesive DPAF strategy including strategic goals and outcomes, ability to measure progress and robust bodies of work (BOWs, units of planning and execution accountability) that include resource plans to achieve objectives at the BOW and strategy level.
- Develop and lead all aspects of the approach and tools to monitor, manage and learn from the portfolio.
- Insure an effective and efficient organizational model including organizational design, clear roles and responsibilities and a talent plan to insure success.
- Lead the DPAF rhythm of the business to enable teamwork and decision-making within DPAF and with program and operations partners elsewhere in the foundation.
- Support the DPAF team in strategy presentations to CEO and co-chairs, and portfolio reviews with the president.
- Actively facilitate cross-team and cross-strategy communication/coordination.
- Scope and execute special projects or initiatives of importance to a variety of teams operating in different health and development areas.
- Maintain key internal and external relationships for success.
- Recruit, develop and train strategy, planning and management staff who support the activities need to plan, execute and achieve the strategic plan and insure country operations.
- This role leads people and is responsible for communicating performance expectations, building goal alignment, integrating project and change management, giving and seeking feedback, providing mentorship, measuring progress and holding people accountable, supporting employee development, and recognizing achievement and lessons learned.
- Interface/collaborate with business partners across multiple functions, including Recruiting, Finance, HR, Operations, and Communications
- This role is responsible for high quality interactions and clear and consistent communications with grantees and partners in the field.
- Substantial experience and knowledge of international development finance.
- Experience working in or with bilateral and multilateral development agencies.
- Knowledge of strategy development and implementation, design of performance management systems of goals, targets and monitoring process.
- Knowledge of portfolio design and management to create the optimal investment mix to aim to a set of outcomes.
- Strong technical and financial knowledge, including the ability to use financial models and effectively communicate data and results.
- Ability to navigate a wide range of operational issues including, legal, IT issues, financial, HR, facilities, etc.
- Ability to work well with a wide range of internal and external partners to incorporate new information and work towards appropriate decisions with and for the team.
- Exceptional writing skills.
- Ability to travel up to 30%.
- 10+ years of extensive work experience with increasing levels of complexity managing projects and programs in health/development related field; familiarity with development issues in health and/or agriculture sectors highly desired.
