FHI 360 seeks a qualified candidate for the position of Deputy Director, Strategic Information for an upcoming USAID-funded global project, Meeting Targets and Maintaining Epidemic Control (TMEC). TMEC is designed to address HIV, prevention, care, and treatment gaps across the clinical cascade, with a focus on services for key populations, men, women, and families through technical assistance (TA) extension and field support.
**Availability of position is contingent upon funding and approval of key personnel by donor.
The Deputy Director, Strategic Information is responsible for providing technical leadership and innovation in all forms of Strategic Information related to program service delivery for the TMEC project. Strategic Information is broadly defined and consists of evaluation and monitoring, quality assurance, special quantitative and qualitative studies, implementation science, social network analyses, size estimations, surveillance, and data monitoring and audit systems that serve to inform and optimize evidence-based programming and advocacy for effective responses to critical health issues.
- Work with the TMEC Project Director to ensure that service delivery programs are well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to the donor, government, and partners.
- Provide SI/M&E technical leadership, lead the SI unit team’s capacity building efforts for field programs and civil society organization partners, and transfer SI/M&E technical capacity to local partners.
- Advise on appropriate monitoring designs and strategies for government systems that improve tracking of results of service delivery across the HIV cascade.
- Serve as a primary contact person for SI related technical support, including but not limited to providing advice, guidance, and coordination to PEPFAR/USAID and implementing partners, Ministry of Health (MOH), and other collaborating organizations in the implementation and strengthening of M&E systems for HIV/AIDS program activities supported by PEPFAR/USAID.
- Develop and/or coordinate performance monitoring plans that reflect work plans and their indicators including M&E system, QA/QI, surveillance, data analysis and data use to as determined by the TMEC program.
- Manage M&E activities related to the performance of programs, including M&E design; selection and measurement of appropriate indicators; development of appropriate M&E recording and reporting forms and mechanisms; data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate dissemination or results.
- Lead and participate in quality assurance and improvement exercises, including standards settings, regular measurement of performance according to those standards, and collaborative reviews to assess quality.
- Lead and participate in programmatic monitoring for improved service delivery results.
- Work with relevant stakeholders to enhance data use in advocacy and in decision-making related to optimal strategies and interventions.
- Represent TMEC at senior level meetings and conferences.
- Develop and monitor budgets involving strategic information activities.
- Report regularly to the TMEC Project Director on progress and status of TMEC activities at headquarters and in all field offices.
- Stay current and up to date on all aspects of PEPFAR programming and reporting.
- Lead and collaborate with partners to present and publish results of evaluations and special studies at relevant conferences and in peer-review journals.
- Perform other relevant duties as assigned.
- Comprehensive knowledge of concepts, practices, and procedures with monitoring and evaluation, quality assurance, special quantitative and qualitative studies, implementation science, social network analyses, size estimations, surveillance, and data monitoring and audit systems related to HIV and program service delivery.

Education/Experience:
- At least 10 years of experience in providing technical assistance in or conducting and/or leading monitoring and evaluation work, quantitative or qualitative research, or implementation science studies in international settings preferred.
- At least 5 years of demonstrated HIV SI experience.
- Deep understanding of USAID and PEPFAR data streams and performance monitoring plans essential.
- Demonstrated capacity building and partnership experience essential.
- Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment preferred.
- Previous work in partnership with major donors and stakeholders including USAID, UN agencies, Gates Foundation, World Bank and Global Fund preferred.
