FHI 360 seeks a qualified candidate for the position of Deputy Director, Capacity Development for an upcoming USAID-funded global project, Meeting Targets and Maintaining Epidemic Control (TMEC). TMEC is designed to address HIV prevention, care, and treatment gaps across the clinical cascade, with a focus on services for key populations, men, women, and families through technical assistance (TA) extension and field support.

**Availability of position is contingent upon funding and approval of key personnel by donor.

The Deputy Director, Capacity Development for the TMEC project will be responsible for leading TMEC’s efforts to support the transition of HIV funding to capable local partners to elevate their role in maintaining HIV epidemic control.  The position will oversee a broad spectrum of activities including design and implementation of transition strategies and capacity development interventions; management of the capacity development technical assistance team; and other activities as assigned.

Areas of Responsibility: 
  • Provides senior technical expertise and guidance to all local partner capacity development activities.
  • Provides technical assistance, guidance and capacity building including support for the design, implementation, and monitoring and evaluation of HIV prevention, care, and treatment programs for key populations, men, women, and families supported by TMEC and national and local partners.
  • Liaises and coordinates with key stakeholders related to the TMEC capacity strengthening portfolio including senior leadership with partner organizations, Government officials and donors.
  • Coordinates closely with the TMEC Technical team leadership to ensure capacity strengthening is in line with program objectives and goals.
  • Monitors and oversees the process of identifying technical assistance needs of local partners, delivering appropriate technical assistance to move local partners toward direct funding from the US Government and sharing key results with program leadership and donors.
  • Manages the capacity strengthening team within the program, including management, administration and reporting and monitoring and evaluation.
  • Serves as an internal technical resource on relevant issues.
  • As a member of TMEC’s Senior Management team, facilitates cross-cutting communication with other relevant project units.
  • Develops and nurtures a range of partnerships with civil society, the private sector, and other key partners by regularly meeting and consulting with all relevant agencies to share information and to stimulate joint design and implementation of interventions.
  • Represents TMEC in professional and public settings and makes presentations at professional meetings and conferences.
Educational Background: 
Master’s degree in Public Health or a related field.
Skills/Experience: 
  • At least 10 years specialized experience in providing technical assistance and capacity building on human resources for health, financial systems analysis data utilization or financial systems analysis in resource-limited settings – preferably with indigenous CSOs focused on HIV.
  • At least 10 years of senior management experience including working with NGOs
  • Deep understanding of PEPFAR/USAID-funded policies and programs.
  • Considerable experience in designing and implementing capacity development interventions. Deep knowledge of ongoing and emerging issues in relation to capacity development for indigenous CSOs focused on total epidemic control.
  • Experience with U.S. government contractual requirements and experience working in an international NGO/PVO environment desirable.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

Knowledge and Skills:

  • Proven leadership and management skills to oversee a team and a demanding workload
  • Extensive experience with organizational capacity assessments, development of capacity improvement plans, provision of technical assistance, systems level strengthening and sustainability.
  • Strong networking skills (especially with key population networks and UN agencies).
  • Excellent communication (verbal and written) and adaptability skills.
  • Ability to manage teams, projects, consultants, and plan for the successful and timely implementation of programs.
  • Extensive experience working with local CSOs.
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Previous experience building partnerships, working with donors, and managing complex relationships with stakeholders
  • Excellent written and verbal communication skills
  • Experience working in a fast-paced environment, juggling multiple priorities.
  • Must be able to read, write and speak fluent English
