This position will support the utilization of National Office reporting data to provide evidence of contribution towards Child Well-being and progress towards the Global Impact Framework, support the global evidence agenda, and contribute towards evidencing project models. It will also engage in cross-departmental efforts (including engagement with technical specialists and the Horizon team) to ensure that NO data is of sufficient quality for use in these purposes. Specifically this role will advise, coordinate and engage with regional QA teams as they develop and improve monitoring systems at NO and RO levels; manage engagement and input from GC technical specialists; and manage the Indicator Review Board (IRB) that will facilitate the engagement of these stakeholder groups.

Areas of Responsibility: 

CWB Indicators:

  • Lead the ongoing evolution of the Compendium of Indicators with technical sector experts.
  • Lead the quality check of all indicator details and associated tools and guidance.
  • Strategic utilization of the data available in Horizon,including of output data, for producing reports for leadership and other stakeholders as required.
  • Manage the Indicator Review Board. Train IRB members and hold them accountable to the timely review of NO TP indicators and global indicators.
  • Global reporting on outputs and contributing to the Partnership Child Well-being Reporting process and products.

Horizon:

  • Engage and prompt stakeholders at NO, RO and global levels to uptake reporting using Horizon structured data.
  • Communicate business needs to Horizon team and hold them accountable to meet them.
  • Lead processes and influence stakeholders at different levels to ensure continued improvement of the Horizon system.

Child Well-Being Reporting:

  • Global reporting on outputs and contributing to the Partnership Child Well-being Reporting process and products.
  • Lead the development of the Global Output report and advice GC sector specialist on selecting appropriate indicators for their respective sections.
  • Directly responsible for the quality of data in global outcome and output reports.

Project Models:

  • Advise to global centre technical teams in selecting or developing appropriate monitoring indicators for project models.

Strategic Initiatives:

  • Team work and review of shared products relating to all aspects of monitoring.
  • Collaborate with research team members and technical specialists to provide feedback on emerging data quality issues in order to strengthen the quality of data available for research and evidence.
Educational Background: 
Educated to academic level in a relevant discipline (minimum master’s degree required).
Skills/Experience: 
  • Experience of working with monitoring indicators and monitoring systems.
  • Sophisticated understanding of programme design, including programme logic/theory of change and log frames, and how monitoring fits into this.
  • Experience with academic research methodology and reporting 3-5 years.
  • Working with monitoring indicators, including measurement and analysis.
  • Working in an international NGO in a monitoring & evaluation role.
  • Report writing and communicating effectively to influence change.
  • Using databases and online systems.
  • Being part of a culturally diverse team and developing products collaboratively.
  • Working with minimum supervision and delivering quality results on time and within budget.

Preferred:

  • Highly organized and self-motivated.
  • Strong technical knowledge in DME and indicator development.
  • Experience working with Horizon.
  • Good understanding of core research methodology concepts.
  • Collaborative working style.
  • Good communication skills, both verbal and written.
  • Systems thinking and ability to work with complexity.
  • Experience of working virtually.
  • Experience of working with World Vision.
  • Field based, international development experience.
  • Language skills (French or Spanish) preferred.

Work Environment:

  • The position requires ability and willingness to travel domestically and internationally up to 15% of the time.
