As a key member of the Finance leadership team, reporting to the Vice President of Finance, the Controller supervises a staff of approximately 20 professionals in Washington, DC. In collaboration with the Field Finance Director and the Finance and Accounting staff at PSI’s locations worldwide, the Controller is responsible for ensuring proper recording and consolidation of each operating subsidiaries financial results, financial reporting to donors, global audits and compliance with Global Accounting policies.
PSI has a diverse funding portfolio, ranging from US government, European donors, Foundations, private individuals, institutions and social enterprises. We implement in approximately 50 countries around the world, moving health products through different channels, delivering services and providing technical guidance. The diversity means our Finance and Accounting team are working with our operational colleagues to ensure that we are not only recording transactions correctly, but are meeting diverse reporting and audit needs, as well as internal operating and reporting needs to manage our awards.
The ideal candidate is comfortable working in a dynamic, fast paced environment, and will bring deep technical competency and experience in large complex organization. You should be a proven team leader, with experience working across multiple countries and cultures, who collaborates well across teams and functions. Candidates should be comfortable communicating with executive leadership and the Board, as well as having experience with government and donor regulations and compliance.
- Provide key financial and accounting expertise and leadership in all aspects of the business;
- Supervise a team of accounting professionals with full personnel management responsibilities;
- Directing and coordinating the work of the general accounting department, payroll, accounts payable, account receivable, donor reporting and revenue, collection and cash posting, general ledger, intercompany accounting, treasury and cash management and financial reporting;
- Responsible for leadership of the annual global audit and donor audits;
- Liaise with key donor contacts on financial issues as required;
- Ensure effective and efficient use of PSI’s financial ERP system in collaboration with Deputy Director Financial Systems and Special Projects, PSI’s Technology team and the Field Finance team;
- Responsible for the preparation of monthly, quarterly and annual financial statements, country-specific financial statements for local and project-specific compliance audits and other donor mandated compliance activities, as well as special reports for PSI management as needed;
- Overseeing the quality control of award set up and financial reporting submitted to funders;
- Analyze financial data and present management financial reports in an accurate and timely manner to PSI leadership;
- Develop, communicate, implement, train and maintain policy and procedural guidelines, which provide the prescribed standards for recording and reporting in line with regulatory and donor reporting requirements;
- Ensure that the internal control policies within the organization are adequate, communicated and weaknesses are remediated on a timely basis, identify process improvements and implement changes;
- Actively participate on various committees, provide support as necessary and prepare a variety of ad-hoc financial reports and analysis as requested;
- Oversee organizational tax reporting and filing for 990, and coordinate with PSI’s International Tax Manager on other tax issues as required;
- Ensure timely donor reporting and collection of funds;
- Lead and participate in process improvement activities to increase the effectiveness and accuracy of the organization’s financial functions worldwide.

The Basics
- Certified Public Accountant (CPA) certification required;
- Twelve or more years of progressively responsible experience, in a senior-level finance or accounting position, with significant experience in contract/grant accounting and project accounting;
- Proven experience in staff supervision and team building
- Strong communicator with excellent interpersonal skills
- Able to navigate within various functions in the organization
- Able to solve complex problems and successfully manage ambiguity and unexpected change
- Must have proven qualifications in staff supervision and proven experience in managing and improving processes;
- In-depth knowledge of finance, accounting principles, including Generally Accepted Accounting Principles;
- Must have demonstrated knowledge of complex automated financial and accounting reporting systems (Infor Lawson, Oracle, SAP or similar ERP experience highly desirable);
- Knowledge of federal and state financial regulations, including familiarity with Uniform Guidance, and donor regulations such as those of the Global Fund, DFID, KfW;
- Ability to develop and prepare financial reports, statements and projections;
- Excellent organizational skills and strong customer service focus;
- Strong verbal and written communications skills;
- Must have the ability to work well in a cross-functional team environment;
- Ability to travel globally (approximately 15% travel).
