The Global Alliance for Clean Cookstoves is a public-private partnership hosted by the UN Foundation to save lives, improve livelihoods, empower women, and protect the environment by creating a thriving global market for clean and efficient household cooking solutions. The Alliance’s 100 by ‘20 goal calls for 100 million households to adopt clean and efficient cookstoves and fuels by 2020. We are working with a strong network of public, private and non-profit partners to accelerate the production, deployment, and use of clean and efficient cookstoves and fuels in developing countries.
The Compliance Officer, Global Alliance for Clean Cookstoves, is the lead on Global Affairs Canada (GAC) grant compliance management in support of the implementation of the Haiti Clean Cooking Market Development Project.
This foundation building project will be executed over four-years, as part of a larger anticipated ten-year initiative. The objective of this project is to reduce negative climate, environment, economic, and health impacts from traditional cooking practices on the Haitian population, with a focus on reducing the disproportionate impacts on women and girls. The project aims to set the foundation for a long-term, sustainable transformation of the market that will strengthen and diversify the supply of cleaner and more efficient cookstoves and fuels.
Our efforts will entail a combination of sector-wide, market development activities, including: capacity-building support for government, stakeholders and clean cooking enterprises; advocacy and technical assistance to develop better policies and regulations; and support for sector coordination. The project will also advocate for the inclusion of women and girls not only in the design of policies, but also across the clean cooking sector, to overcome historical exclusion and increase women’s economic and social empowerment. The project will be led by the Alliance, in close collaboration with the Government of Haiti, local stakeholders, practitioners, the private sector, donors, civil society organizations, and UN agencies.
The Compliance Officer, Global Alliance for Clean Cookstoves, is the lead on Global Affairs Canada (GAC) grant compliance management. This position will work with the Haiti Clean Cooking Market Development Project to ensure full compliance with all GAC rules, regulations and procedures; help manage budgets and reporting; perform initial reviews and oversee contracts, grants, and other agreements; and support other operational activities related to the projects deliverables. The Compliance Officer will also collaborate closely with the UN Foundation’s Business Services, Business Reporting, and Finance teams to ensure proper coordination of compliance efforts.
- Perform all functions necessary to support GAC grant award and administration.
- Ensure compliance with all GAC reporting requirements.
- Provide hands on support and technical assistance in monitoring the grant to the program teams and recommend actions necessary to resolve compliance concerns.
- Work with program teams to align budget notes with existing grant terms and conditions.
- Oversees the drafting, review and internal approval of all GAC contractual agreements, this includes but is not limited to consultant contracts, grant agreements, honorariums and letters of intent.
- Develop compliance related policies, templates and procedures, including those associated with monitoring and evaluation.
- Maintain extensive files and backup that show full compliance with GAC grant.
- Support grant review and drafting.
- Support the annual audit and Single Audit (formally A-133).
- Responsible for maintaining up to date knowledge of current and future Canadian government wide policies.
- Support the preparation of financial reports and pipeline projection to the Canadian government.
- Provide assistance to teams working with sub-grantees in financial management performance, and appropriate administration of GAC grant.
- Review reports from sub grantees to ensure compliance.
- Monitor award expenditures and develop grant tracking and monitoring system.
- Provide administrative and logistical support as needed.
- Ability to understand, analyze, and interpret grantor guidelines, financial reports, and legal documents.
- Strong analytical skills coupled with experience in Excel and the ability to self-review work for reasonableness and accuracy.
- Prior work experience in NGOs in the development sector.
- Knowledge of internal control procedures and practices.
- Experience in supporting external audits of grants.
- Ability to work in cooperative and collaborative manner.
- Must be able to work and interact well with others, and demonstrate this ability on a daily basis.
- Flexibility and the willingness and ability to respond to a rapidly changing environment.
- Intellectual curiosity and the desire and ability to develop new knowledge, skills, and abilities as needed to perform the position’s responsibilities.
- Strong communications skills.
- Advanced understanding of Microsoft Office, specifically Excel.
- Ability to work in a fast paced and to meet tight deadlines.
- Ability to handle confidential information discreetly.
- Fluency in English (required), fluency in French (preferred)
