FHI 360 is seeking applications for a Capacity Building Director for an anticipated USAID-funded PEPFAR related activity which will build on current investments made by USAID on HIV prevention and care and treatment focusing specifically on pregnant women, infants, children and adolescents. This project will accelerate the ability of governments and civil society organizations to plan, implement, monitor and evaluate activities and interventions for HIV/AIDS epidemic control.

The Capacity Building Director will be responsible for leading a broad spectrum of activities to develop or strengthen technical and organizational capacity, including capacity assessments and the design and delivery of capacity development plans, and management and oversight of regional capacity building Activities and staff.   

Areas of Responsibility: 
  • Provide senior technical expertise and leadership to all RCAY technical and institutional capacity development efforts.
  • Coordinate closely with the RCAY leadership and key staff to ensure capacity development activities are in line with program goals and objectives.
  • Coordinate and oversee all capacity development activities, ensuring these activities follow best practices and high standards of quality.
  • Manage capacity development team within the program and relevant in-country technical assistance providers
  • Monitor and oversee the process of identifying capacity building needs of local partners and sharing key results with program leadership and donors to move local partners toward direct funding from the US Government
  • Identify and source providers of capacity building (e.g. training, mentoring, technical assistance) from the RCAY consortium or local resources as needed to ensure local partners’ capacity needs are met.
  • As a member of the RCAY Senior Management team, facilitate cross-cutting communication with other relevant project staff
  • Develops and nurtures a range of partnerships with civil society, the private sector, and other key partners by regularly meeting and consulting with all relevant agencies to share information and to stimulate joint design and implementation of capacity development interventions.
  • Represents FHI 360 and the project in professional and public settings and makes presentations at professional meetings and conferences.
Educational Background: 
Have at least a Masters degree in Social Sciences, Pedagogy, Psychology, Adult Education, Human Resources Management or other relevant disciplines or equivalent professional experience of 10 years in capacity building is required.
Skills/Experience: 
  • At least 7 years of relevant professional work experience in capacity building with government, NGOs, and CBOs, using common capacity building methodologies.
  • Extensive experience with organizational capacity assessments and development of capacity development plans, and provision of technical assistance, training and organizational system strengthening
  • Understanding of PEPFAR/USAID-funded policies and programs
  • Familiarity with USAID capacity development frameworks and indicators
  • Deep knowledge of ongoing and emerging issues in relation to capacity development for indigenous CSOs focused on total epidemic control
  • Experience with US government contractual requirements; experience working in an international NGO/PVO environment highly desirable
  • Previous experience building partnerships, working with donors, and managing complex relationships with stakeholders
  • Demonstrated experience managing teams across different geographies
  • Experience working in a fast-paced environment, juggling multiple priorities
  • Ability to manage teams, consultants, and projects, set realistic priorities, and plan for the successful and timely implementation of capacity development activities
  • Excellent communication (verbal and written) and adaptability skills
  • Must be able to read, write, and speak fluent English
