The Technical AVP in the Department of Global Health (DGH) is responsible for providing technical leadership and oversight, developing strategies and annual plans, and ensuring the effective technical quality and delivery of global health activities to achieve the objectives set out in Save the Children's Global Health strategy and annual plans. Immediate focus will be on maternal, newborn, and child health (MNCH) activities. The incumbent serves as a key member of the DGH Senior Management Team (SMT) and Business Team (BT). S/he develops and maintains external relationships and partnerships with Save the Children International (SCI) colleagues, other Save the Children (SC) members, donors, academic institutions, and other development partners to advance and expand our work for children. The AVP plays a leadership role in identifying and pursuing opportunities to grow our global health portfolio and staff in order to achieve goals set out in our strategic and annual plans. S/he supports and provides guidance and input to the VP of DGH and International Programs (IP) leadership, and represents DGH on the IP Senior Management Team (SMT) and acts as VP of Global Health when needed. The AVP will assist in determining the Agency’s vision, strategy and operational plans, and communicates such as relevant.
Technical Leadership and Quality Programming (35% Level of Effort)
- Accountable for thought leadership and technical quality of DGH programs and projects, working closely with the DGH VP, Technical AVP, team leaders and SCUS and SCI counterparts.
- Provide leadership in shaping and implementing strategies for ensuring that the agency develops and maintains global technical capacity in MNCH global health programming in development, transition, and emergency settings.
- Provide overall guidance and support to MNCH global health related country-level planning, ensuring that tools and guidance reflect state-of-the-art (SOTA) and encourage the integration of technical and program components consistent with agency strategies and plans.
- Ensure that SOTA quality standards relevant to global health are widely shared and promoted within agency programs.
- Provide technical oversight for the effective implementation of US government, private and sponsorship funded global health programs.
- Assist in development of global quality standards as appropriate, and keep senior management and supervisees informed about performance against SC quality standards and in comparison to other industry leaders.
Program Learning and Innovation (25% Level of Effort)
- Identify, prioritize, and drive the development of opportunities to test and evaluate new innovations or improved approaches to advancing SC's global health policy and program priorities, with special attention to current and potential Common Approach programs.
- Working with DGH technical leaders, ensure the department is advancing program learning and innovation in our work. Provide leadership for bringing innovative strategies into our current and future programing.
- Identify and develop key external partnerships and donors to advance innovation in our global health work.
- Oversee the DGH Innovation Champions and assist in developing and driving the Department’s and Agency’s innovation agenda.
- Oversee the Monitoring, Evaluation, Accountability and Learning (MEAL) function for the department
Resource Mobilization (20% Level of Effort)
- Working closely with DGH technical leaders, the VP, and AVP for Program Development and Management, assure the growth of DGH’s MNCH portfolio, including providing technical leadership in positioning and pursuing MNCH opportunities in development, transitional, and emergency settings.
- Develop global and regional partnerships to generate evidence and enhance the scale and impact of SC-supported global health activities; work with SCI and other SC members to position SC as a partner of choice in global health programming.
- In support of the Save the Children Health Global Theme, work with other SC members to identify and pursue new global health funding opportunities.
Management of Global Programs (10% Level of Effort)
- Identify and ensure that technical assistance is in place to guide and support our global health programs.
- Provide technical leadership and guidance for selected centrally managed (multi-country and global) health programs.
- Establish and maintain effective relationships with key donor counterparts (especially USAID) and our global program partners, and ensure that SC is delivering on commitments made to beneficiaries, donors and partners.
- Strengthen team coordination and implementation of cross-cutting global health issues
- Assist in budget oversight of programs and technical units within DGH
Staff Management (10% Level of Effort)
- Supervise approximately five global senior technical team leaders (based in HQ and some country and regional advisors); Hire, train and develop staff to achieve a high performing team.
- Help shape and ensure implementation of relevant departmental policies and strategies, including DGH staff leadership development, succession planning, to support the achievement of strategic and operational goals.
- Minimum 15-20 years of relevant experience
- Developing country experience in global health
- Proven technical knowledge and experience in global health programming, with a particular focus on maternal, newborn, and child health
- Senior management experience -- minimum of 10 years managing large-scale US government funded projects or programs
- Established networks and familiarity within technical and donor communities, especially USAID.
- Familiarity with USAID policies, strategies, and program priorities, preferably at both the global and country level.
- Strong communication, presentation and representation skills
- Strong interpersonal skills and ability to work in teams, across different cultures and lead via influence vs. authority.
- Proven organizational and management skills, and demonstrated ability in MNCH resource mobilization.
- Ability to travel up to 25 percent of the time
- Experience in program budget management and/or oversight.
- Ability to identify, attract, develop, and retain high-quality staff
- Demonstrated management and leadership skills.
- Proven ability to think and act strategically, and mobilize support and resources for a vision
