The AVP for Program Development and Management is responsible for Program Development and Operations leadership in the Department of Global Health (DGH) to ensure the effective development of strategies as well as management and delivery of global health activities to achieve the objectives set out in Save the Children's Global Health strategy and annual operations plans. The incumbent serves as a key member of the DGH Senior Leadership Team (SLT) and Business Team (BT) to ensure the engagement of staff from within and outside DGH as members of the SLT and BT. The incumbent liaises closely with Save the Children International (SCI) Center in London as well as regional and country office colleagues to ensure strong delivery of all DGH programs. S/he develops and maintains external relationships and partnerships with other Save the Children (SC) members, donors, academic institutions, and other development partners to advance and expand our work for children. The AVP plays a leadership role in identifying and pursuing opportunities to grow the global health portfolio and staff in order to achieve goals set out in our strategic and annual plans. S/he supports and provides guidance and input to the VP of DGH and International Programs (IP) leadership, and represents DGH on the IP Senior Management Team (SMT) and primarily acts as VP of Global Health when needed. The AVP will assist in determining the Agency’s vision, strategy and operational plans, and communicates such as relevant.
Oversight and Management of DGH Programs (25% Level of Effort)
- Accountable for the effective and efficient implementation of DGH programs and projects, working closely with the DGH VP, Technical AVP, team leaders and SCUS and SCI counterparts.
- Work with senior technical team leaders to identify and ensure that program and management resources are in place to guide and support global programs
- Work closely with SCI Center, regional office and country office colleagues to position for new programs and assure effective delivery of these programs.
- Provide programmatic leadership and guidance for selected centrally managed (multi- country and global) health programs and for selected large bilateral awards.
- Establish and maintain effective relationships with key donor counterparts (especially USAID) and our global program partners, and ensure that SC is delivering on commitments made to beneficiaries, donors, and partners.
- Provide leadership for DGH program operations, budget management and human resources functions to ensure a smooth management and operation of the department.
Resource Mobilization (30% Level of Effort)
- Working closely with New Business Development (NBD) and Resource Development (RD) colleagues, lead DGH’s efforts to identify and pursue public and private opportunities to build a diversified portfolio of funding to support our work in development, transitional, and emergency settings.
- Oversee the DGH program development team, which leads on public fundraising opportunities working with NBD and DGH technical units.
- Develop and support the implementation of a resource mobilization plan for public and private funding streams, including USG (and especially USAID), foundations, corporations, private donors, and multilateral donors managed by SC US.
- Work with RD to develop and advance private fundraising plans, and monitor progress in securing private contributions.
- Develop global and regional partnerships to generate new evidence and enhance the scale and impact of SC-supported global health activities.
- Ensure collaboration across the SC movement to partner for resource mobilization, and work with other SC members and SCI counterparts to position SC as a partner of choice in global health programming.
- In support of the Save the Children Health Global Theme, work with other SC members to identify and pursue new global health funding opportunities.
Staff Management (20% Level of Effort)
- Supervise approximately five global health program management team leaders (based in HQ and country and regional offices).
- Assume accountability for DGH staff development, training, motivation and employee engagement.
- Help shape and ensure implementation of relevant departmental policies and strategies, including DGH staff leadership development, succession planning, etc., to support the achievement of strategic and operational goals.
- Liaise closely with HR and senior technical team leaders to support recruitment, hiring, training and retention of DGH staff and key personnel.
- Trouble shoot and address HR issues that might arise in the implementation of DGH programs.
- Supervise the Director of Programs and Operations and Sr. Director of Finance and Portfolio Management to ensure the smooth functioning of the department.
Program Strategy (15% Level of Effort)
- Assist in the development and implementation of multi-year strategic and operational plans to achieve agency objectives and expand our reach and impact on children.
- Provide leadership for the DGH strategic and annual planning processes, ensuring that clear process and outcome success measures are defined and tracked using agreed-upon metrics, including overseeing the development of DGH quarterly and annual reports.
- Ensure appropriate human and financial resources to achieve goals are set forth in strategies and plans.
- Ensure close collaboration and working relationships with SCI counterparts to assure delivery of program results.
- Represent Save the Children to key external audiences and networks.
- Advise on agency global health advocacy priorities and guide and support implementation of advocacy plans in collaboration with Public Policy and Advocacy (PPA) colleagues.
- Serve as a member of the IP Senior Management Team.
Program Learning and Innovation (10% Level of Effort)
- Provide leadership to guide and support efforts on global health knowledge management (KM), and especially to ensure sharing and learning for DGH staff and assure that DGH’s KM work is linked to, and supports, the Health and Nutrition Global Themes.
- Identify, prioritize, and support the development of opportunities to test and evaluate new innovations or improved approaches to advancing SC's global health policy and program priorities, with special attention to current and potential Common Approach programs.
- Identify and develop key external partnerships and donors to advance innovation in our global health work.
- Minimum 15-20 years of relevant experience
- Developing country experience in global health
- Senior management experience -- minimum of 10 years managing large-scale US government funded projects or programs
- Demonstrated management and leadership skills.
- Ability to identify, attract, develop, and retain high-quality staff.
- Established networks and familiarity within technical and donor communities, especially USAID.
- Familiarity with USAID policies, strategies, and program priorities, preferably at both the global and country level.
- Strong communication, presentation and representation skills
- Strong interpersonal skills and ability to work in teams, across different cultures and lead via influence vs. authority.
- Proven organizational and management skills.
- Demonstrated experience in budget management and/or oversight.
- Ability to travel up to 25 percent of the time
