Associate Director, Humanitarian Program Portfolio

The Associate Director will oversee the strategic and proactive engagement of Save the Children US (SCUS) for a portfolio of humanitarian prioritized responses and/or high risk awards and manage a team to oversee humanitarian programs. The Associate Director will oversee their team’s caseload of awards to ensure it is aligned with the business team’s strategic initiatives. In coordination with the Director of Humanitarian Program Portfolio and the Senior Director, Strategy & Innovation, the Associate Director will lead on internal and external representation for responses within their geographic portfolio. This includes representing SCUS at internal and external meetings, providing strategic and operational inputs and analysis to SC priority responses, and leading initiatives for internal and external information sharing and discussions around response related initiatives, challenges and support.

The Associate Director leads and supervises a team of specialists, and supports them with their work and portfolios. The Associate Director serves as deputy for the Director as needed, supporting them with the management of the unit’s portfolio.

Areas of Responsibility: 

Leadership on Set of Prioritized Responses and Key Institutional Account (30%)

  • Serve as SCUS lead on select prioritized responses, participating in response calls, and acting as point person on the response, working closely with the Director, Humanitarian Programs and the Senior Director, Humanitarian Strategy; responsibilities on prioritized responses include:
    • Represent SCUS on member calls; Review response strategy and provide feedback aligned to SCUS priorities; Ensure proper coordination on flexible funding resources and appeal allocations.
  • Serve as the operational focal point person for one of DHR’s key institutional donors; responsibilities as the focal point include:
    • Develop tools and systems for training Country Offices on institutional donor priorities, compliance and engagement in coordination with other units in the Department; Support the Director, Humanitarian Partnerships in developing donor strategies; Identify trends, best practices and challenges with this donor; Propose solutions and ways forward to advance engagement with this donor on the operational and strategic levels.
  • Leads the development of certain DHR portfolio review tools, e.g. portfolio analysis, level of effort (LoE) analysis, and recommends improved processes for monitoring the portfolio.
  • Play a key role in continuous improvement efforts including Response Award Management project solutions, taking the lead on specific improvements.

 Management Support (30%)

  • Lead, supervise and develop a team of program staff. For direct reports, oversee orientation, development of individual and unit work plans, performance evaluations, objectives, professional development opportunities, timesheet management/approval, and provide training and supervision of day-to-day tasks as appropriate.
  • Serve as backstop and support for team members in the implementation of their awards. Provide input to the strategic and operational plans for these awards. Identifies problems and develops plans to address these issues. Monitor risks, work with CO leadership to agree on risk mitigation strategies; escalating issues as appropriate.
  • Support the Director of Humanitarian Program Portfolio with implementing human resource management strategies (recruitment, orientation, retention, leadership development, succession planning) to support achievement of strategic/operational goals.
  • Serve as the Deputy for the Program Portfolio unit, supporting the Director to ensure that there are clear systems and tools for managing the full team.
  • Engage on DHR management initiatives, as needed.
  • Provide management support when the Director is deployed, on leave, or traveling.

Strategic Engagement (25%)

  • Working closely with DHR’s Senior Director, Humanitarian Strategy, the Director, Humanitarian Program Portfolio and the Director, Humanitarian Partnerships, support COs in their strategic thinking around humanitarian programming.
  • Play a key role in rolling out continuous improvement initiatives, taking the lead on specific issues.

Business Development (15%)

  • Together with DHR Directors and Senior Director, identify and develop strategies for new business development within the DHR portfolio; lead activities to develop and roll out up to date donor training materials to support CO pursuit of donor funding, and identify and develop additional proposal development support documents for COs.
  • Lead prepositioning and planning with COs proactively engaging them to reach out to in-country donors and identify opportunities. Lead the go-no-go process from the SCUS side. Secure all needed approvals prior to submission.
  • Manage the process of developing and submitting high quality and compliant concept notes and proposals that are aligned with SC’s response strategy and donor priorities. Provide feedback as needed. Support country-specific proposal development as needed.
  • Work closely with country office, the DHR Finance and Compliance unit and technical teams to coordinate proposal timelines and roles and responsibilities.
  • Support the department to maintain knowledge management systems around resource development (ensuring documents are posted on AMS as applicable, maintaining proposal libraries, documenting lessons learned, etc.)

Travel Related to Essential Duties:

  • International and/or Domestic Travel: Up to 20%
  • Travel to Save the Children country offices to conduct award reviews, provide operations support and build CO capacity on donor requirements.
  • Deploy as possible in relevant capacity to Save the Children humanitarian responses
Educational Background: 
Bachelor’s degree or equivalent relevant experience required.
Skills/Experience: 
  • Minimum 5-7 years of relevant experience including significant field-level experience in chronic or acute humanitarian crises.
  • Demonstrated knowledge of and experience working with USG and UN agencies as donors and partners. Experience working with and raising funds from OFDA, BPRM, WFP and UNHCR strongly preferred.
  • Ability to manage a team of staff, with interest and ability to recruit, support, retain and develop staff.
  • Ability to think and act strategically including the ability to communicate effectively verbally and in writing
  • Ability to manage by influence internally and to work in a federated structure. Experience with Save the Children preferred.
  • Demonstrated ability to effectively collaborate across teams to deliver results
  • Excellent analytical, organization, communication and management skills. Must have attention to detail, ability to multi-task and able to make independent decisions.
  • Demonstrated success working across the full cycle of project/award management and implementation; experience implementing high value, high risk USG and UN projects strongly preferred.
  • Excellent written English and computer skills, advanced proficiency in Word, Excel, PowerPoint and ability to master SC systems
  • Ability to lead portfolio review and analysis processes to ensure oversight and management of risk for awards in portfolio
  • Ability to travel 20% of time, primarily internationally, occasionally on short notice (72 hours), typically for periods of 1-4 weeks, as required to support high priority humanitarian responses, strategic initiatives and project implementation.
