The Associate Director, Financial Operations & Grants Management, Department of Global Health is responsible for the management and oversight of a portfolio of active Emergency Health & Nutrition (EHN) projects.  The Associate Director will work closely with the Award Management Director, technical staff and project directors on the management of the portfolio.  This work must ensure donor expectations are met, programs are successfully implemented and donor compliant.

The Associate Director is accountable for meeting award management targets and metrics for the caseload of awards and ensures the effective flow of resources to Save the Children International (SCI) and other Save the Children members in the Department of Global Health technical.

Liaising with relevant stakeholders, particularly the Senior Advisor, Emergency Health and Associate Director, Program & Operations, FP&PAC; and senior technical and country office staff, the Associate Director assists the team with monitoring and assessing risk on awards in accordance with Save the Children’s risk based award monitoring approach.

This position will supervise up to three award management staff as assigned and will contribute to continuous improvement, recommending process improvements for senior management consideration.

Areas of Responsibility: 

Monitor and Manage Award Portfolio

  • Work collaboratively with Country Offices (COs), SCI HQ, other SC members, and relevant partners and sub-grantees.  Serve as main point of contact on assigned awards for Country Offices and SCUS stakeholders (i.e., technical assistance (TA) providers, program officers, other Business Teams, Finance, Grants and Contracts, HR, etc.).
  • Monitor award implementation, reporting and procurements to ensure donor compliance.
  • As needed, supply information on resources provided to SCI and ensure timely and effective communications to partners.
  • Work with Finance and relevant technical staff leads to monitor rate of spending in COs and SCUS home office including charges such as personnel, travel, consultancy, sub-grant agreements, and troubleshoot and escalate as needed.
  • Work with COs and Finance to ensure expense charges are allowable, allocable and reasonable; and follow up to ensure errors are corrected.
  • Assist with budget planning and monitor monthly budget versus actual expenditures; compile and analyze annual and budget submissions, as well as monthly updates for the EHN management team.
  • Ensure all donor communications, requests, amendments, etc. are communicated effectively and quickly to the relevant SCI offices and recorded/stored for future reference.
  • Track and monitor project-specific level of effort (LOE) reporting as needed for awards in portfolio and/or departmental sharing of LOE as directed.
  • Support the department/agency to maintain knowledge management systems (ensuring award files are kept up to date in consistent manner to support backstopping and handover).
  • Travel internationally to country office for up to 20% /year.

Donor Reporting 

  • Facilitate communication and ensure timely and accurate reporting to donors.
  • Prepare and review interim donor reports.
  • Support response to donor queries when needed.

Project Start-up/Close-out

  • As per Save the Children guidelines, ensure awards follow proper start up and close out procedures.

Staff Supervision, Capacity Building, and Knowledge Management

  • Supervise up to three award management staff as assigned.
  • Identify staff development opportunities to build capacity of award management staff.
  • Support departmental leadership to improve award management systems, policies, procedures and knowledge management.
  • Participate in developing best practices, sharing resources and ongoing trainings.
  • Prepare and disseminate guidance and conduct internal training with support from PQI, SC Finance and Grants/Contract Department.
  • Support CO capacity building with training on SCUS donor requirements.
Educational Background: 
Bachelor’s degree.
Skills/Experience: 
  • You have a minimum 5-7 years' experience in finance and compliance management for international projects.
  • Professional level of financial and awards management knowledge and experience to manage a team of awards managers and management support related to various size programs, grants or projects.
  • Experience in management and budget development of international, public and private donor-funded projects including annual budgeting, forecasting, and projections.
  • Experience with grant finance reporting and donor requirements.
  • Experience in monitoring, analyzing and summarizing financial information and preparing financial reports as required by various public and private donors.
  • Demonstrated financial management, planning, and analytic skills; ability to think critically, strategically, and operationally.
  • Strong interpersonal skills and the ability to work both independently and as a team member with diverse headquarters, country office, and partner agency staff.
  • Able and willing to travel internationally 20% of the time.

Preferred Qualifications

  • A Master’s degree in finance or related field.
  • Relevant knowledge of USG, Bill and Melinda Gates Foundation and other private sector donors requirements, procurement, and grants/contracts regulations and reporting.
