FHI 360 seeks a qualified candidate for the position of Strategic Information/Monitoring and Evaluation Advisor (SI/M&E Advisor) for an upcoming USAID-funded global project, Accelerating Support to Local Able Partners (ASAP). ASAP is designed to meet the PEPFAR Local Partners targets, provide indigenous partners support with human resources for health (HRH), and provide TA for financial systems analysis, data utilization and verification, procurement actions, and meeting of targets across PEPFAR programming.
The SI/M&E Advisor is responsible for providing technical leadership in all forms of strategic information related to program service delivery for the ASAP project. This will consist of evaluation and monitoring, quality assurance, social network analyses, surveillance, and data monitoring and audit systems that serve to inform and optimize evidence-based programming. The position is a full-time Key Personnel on the project, based in Washington, DC and reports to the ASAP Project Director.
- Work with the ASAP Project Director to ensure that ASAP activities are well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to the donor, host country governments, partners, and other stakeholders
- Coordinate ASAP’s SI/M&E TA efforts targeting field programs and local civil society organizations
- Provide technical support to civil society organizations and host country government structures to develop and institute program performance systems and processes, including regular review and use of data for decision-making and implementation of corrective action plans
- Support local government HMIS to report out to USG on their funding, utilization of data for decision-making, and management of their own performance
- Provide technical oversight for SI-related technical support, including but not limited to providing advice, guidance, and technical support to local civil society s partners, Ministries of Health (MOH), and other collaborating organizations in the implementation and strengthening of M&E systems for HIV/AIDS program activities supported by PEPFAR/USAID, as well as the use of data for decision-making, in coordination with USAID/PEPFAR
- Develop and coordinate performance monitoring plans that reflect ASAP work plans and their indicators, including systems for M&E, quality assurance/quality improvement (QA/QI), surveillance, data analysis, use and reporting, etc.
- Manage M&E activities related to the performance of programs, including M&E design; selection and measurement of appropriate indicators; development of appropriate M&E recording and reporting forms and mechanisms; data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate dissemination or results
- Lead programmatic monitoring for improved service delivery results and oversee data visualization of programmatic results
- Report regularly to the ASAP Project Director on progress and status of ASAP activities at headquarters and in all field offices
- Lead M&E systems assessment and strengthening efforts for local civil society organizations
- At least 10 years of experience in providing technical assistance in, and/or conducting and/or leading monitoring and evaluation work in international settings
- At least 5 years of demonstrated experience providing institutional and technical capacity building for M&E and program performance improvement with local organizations, preferably under PEPFAR-funded programsd
- Deep understanding of USAID and PEPFAR data streams and performance monitoring plans
- Demonstrated capacity building and partnership experience
- Experience with U.S. government rules and regulations and experience working in an international non-governmental organization environment preferred
- Experience developing M&E plans, results frameworks, and performance indicators
Skills:
- Comprehensive knowledge of concepts, practices, and procedures with monitoring and evaluation, quality assurance, surveillance, and data monitoring and audit systems related to program service delivery and capacity development, including DHIS, DHIS2, and relevant country tracking systems
- Proficiency in PEPFAR data systems, including Data for Accountability, Transparency, and Impact Monitoring (DATIM), Monitoring, Evaluation, and Reporting (MER) and Site Improvement through Monitoring System (SIMS) systems
- Excellent and demonstrated organizational and presentation skills
- Excellent and demonstrated project management and capacity building skills
- Excellent organizational, supervisory, leadership, and managerial skills
- Ability to meet deadlines with strong attention to consistency, detail, and quality
- Ability to travel within country or region and internationally as needed
