The Advisor, Monitoring, Evaluation and Learning (MEL) will work with teams across the Department of Global Health to provide technical assistance to projects including design and oversight of performance monitoring, management information systems, assessments, research, evaluation and program learning. The position will work closely with the technical staff in the Department of Global Health and with country office staff and awards management to (a) lead the development and implementation of data collection systems, monitoring plans and tools; (b) conduct/support qualitative and quantitative data analysis and (c) facilitate data use in support of implementation research and evaluations linked to a learning agenda. The position will also help design and implement program learning agendas and research supporting that agenda. This will include travel to country programs to provide onsite technical assistance and capacity building and to document program results and lessons learned. The position holder will coordinate MEL support to teams including Nutrition, Newborn Health, and Child Health, which will include planning for and managing consultants as the need arises.
MEL support to large and complex USAID funded health and nutrition programs is a key part of the position holder’s responsibilities. The project will work to support delivery of key maternal and newborn care services, including health systems strengthening and quality improvement, across Bangladesh.
Finally, the position holder will foster relationships across the MEL team in the Department of Global Health, and the agency’s Monitoring, Evaluation & Learning working group to contribute to the Agency’s approach in research, monitoring, evaluation and learning. The position will play an increasing role in leadership in MEL across the Department of Global Health.
Monitoring, evaluation, research and learning: (50% Level of Effort)
- Work with headquarters and country office teams to develop and/or finalize performance monitoring plans, including key indicators to be reported to the donor
- Create and adapt high-quality, donor- and country-compliant data collection tools including monitoring tools and forms, survey questionnaires, qualitative data collection, facility assessment and supervision tools, training materials and databases
- Help to develop and implement project specific as well as team-specific learning agendas, including refinement of learning questions, methods for capturing learning, and documentation plans
- Develop project specific databases containing project results for ongoing monitoring, including with appropriate age and sex disaggregation
- Support data visualization of data collected for improved use of data.
- Provide mentorship and training on indicator development, collection and management of monitoring data to country office and home office project staff
- Contribute to program evaluation and formative research studies, including contributing to the development of tools and protocols, ethics submissions, and/or managing external consultants/partners
- For select projects, provide technical inputs for implementation research including the development of research protocols, data collection instruments, study operation procedures, analytic plans, training materials and IRB submissions
- Support quantitative and qualitative data collection, analyses, publication and dissemination of findings
Knowledge Management (25% Level of Effort)
- Develop and pursue a learning agenda in collaboration with other technical staff
- Lead and/or support the writing of findings for dissemination via reports, technical publications, and/ or peer reviewed journal articles, and conference presentations per organizational and project needs
- Collaborate with country and HQ staff and contribute to translating project learning/ findings to date into accessible briefs, presentations, evidence summaries for stakeholders
- Provide thought leadership and support to the various DGH teams to pursue the teams’ learning agendas, including producing technical publications, manuscripts and conference presentations
- Lead or contribute to regular donor reporting including presentations or other deliverables to the donor associated with regular reporting and other donor request
New Business Development (15% Level of Effort)
- Establish and maintain new/existing relationships with key donors and development partners (headquarters and regional/country level), in coordination with senior leadership at DGH and country office staff
- Participate in the development and submission of quality proposals that respond identified opportunities, in coordination with country office and program development staff as appropriate
- Identify opportunities to pursue DGH teams’ learning agendas in new business opportunities
Other Responsibilities (10% Level of Effort)
- Represent Save the Children in global level working groups focused on measurement and metrics
- Provide mentorship/capacity building in MEL to team members and project staff
- Serve as a point person to manage relationships with external research partners on
- projects
- Possible role in supervision and coordination across department as time permits
- Minimum 7-10 years of progressively responsible experience in MEL and research in MNCH and/or Nutrition
- Experience designing and implementing MEL frameworks, including routine data collection, quality assurance, translation & use
- Experienced user of software packages including Word, Excel, PowerPoint and at least one quantitative analysis software.
- Experience in planning and carrying out surveys, evaluations and/or implementation research.
- Demonstrated knowledge and experience in capacity building
- Excellent organizational and time management skills
- Excellent English written, verbal, and inter-personal communication skills, including reports and manuscripts
- Strong interpersonal skills, ability to work well with people from different cultures and to develop and maintain relationships with key groups (internal and external) to the organization
- Experience working in low and middle income countries (LMIC)
- Ability to travel internationally (approximately 25-30% time)
