As part of the International Programs Program Quality & Impact department, the Advisor for Monitoring, Evaluation, Accountability and Learning will provide strategic direction in monitoring, evaluation and learning across the IP group, towards improving the quality and utilization of M&E evidence as an integral part of our global strategy to “learn, do, and measure what works for children.” With emphasis on our Agency efforts to advance gender equality and benefits for the most marginalized and deprived, the Advisor will champion improved M&E and research practices, uphold donor compliance, and facilitate cross-departmental learning. The Advisor will support continuous improvement of monitoring and evaluation cross-learning in the IP group, promote the use of evidence in our organizational learning – particularly for supporting the global movement in advancing gender equality and social inclusion, and improving the lives of the most marginalized and deprived children. 

Areas of Responsibility: 

M&E Leadership and Direction (50%)

  • Provide leadership within the IP group, using technical knowledge and understanding of the state-of-the-art in monitoring and evaluation, to lead activities that engage our monitoring and evaluation experts to uplift the role of evaluation in our strategy and pursuit of new business; foster continuing development of MEAL staff; and better leverage our evidence for innovation and learning.
  • Communicate regularly with MEAL staff from other departments to discuss the status of ongoing M&E work, convene meetings to discuss developments and identify needs for resources and technical support.
  • Assist IP and PQI leadership to use evaluation results across departments to document Save the Children’s strategic impact; synthesize data to represent IP achievements on the SMT dashboard; and support the development and reporting of other department-wide metrics, such as goal trees.
  • Engage with SCI’s global Program Quality & Impact Department in the further development of their monitoring and evaluation standards, protocols and capacity-building. Ensure agency-wide monitoring and evaluation policy, guidelines, processes and data collection and reporting tools are understood and made easily available to all in SCUS who need them.
  • Lead the SC US interface and participation in the MEAL aspects of SCA initiatives such as the Global Results Framework and PPM PRIME.

Support Cross-Divisional Learning (30%)

  • Foster mechanisms to ensure M&E and research practitioners from IP business teams share knowledge from their evaluations, with emphasis on program learning towards Agency priorities for the most marginalized and deprived children
  • Coordinate with knowledge management activities of business teams to support effective development and dissemination of knowledge and learning products
  • Identify and facilitate opportunities for cross-divisional learning on priority issues (e.g., gender equality, social inclusion) through learning forums, communities of practice, Workplace and other forums
  • Network to ensure participation of MEAL colleagues in Washington DC-based technical working groups on monitoring and evaluation.

Support monitoring and evaluation of gender equality (20%)

  • Provide direct technical assistance in M&E of gender equality, towards ensuring our projects meet Minimum Standards for Gender Equality Mainstreaming – specifically tools and resources for gender analysis, sex and age disaggregation of data, gender equality indicators and risk assessment to prevent and mitigate unintended consequences of programs that seek to engage, challenge, and positively affect gender inequitable attitudes, behaviors, social norms and power relations.
Educational Background: 
Bachelor’s degree
Skills/Experience: 
  • You have a minimum 7-10 years' experience in area of expertise
  • Existing networks with MEAL practitioners working in international development, and strong understanding of industry state-of-the art in monitoring and evaluation
  • Qualitative and/or quantitative research and evaluation skills, including but not limited to study design, survey instrument design and use, establishing and measuring outcome and process indicators, sampling, data analysis plans, data cleaning, and statistical analysis.
  • Experience in gender and/or social exclusion analysis, and/or evaluations that demonstrate outcomes for gender equality and social inclusion
  • Proven ability to facilitate working groups, communities of practice or other similar learning mechanisms in large agencies with presence in the US and abroad.
  • Proven ability to collaborate with all levels of staff and to motivate and mobilize individuals outside their reporting line to achieve agreed strategic plans.
  • Knowledge of the monitoring and evaluation requirements for at least one of SCUS main donor accounts (USAID, USDA, Food for Peace, Global Fund).
  • Demonstrated ability to report, present and communicate results, written and verbal.
  • Ability to travel domestically and internationally, up to 10%.

Preferred Qualifications

  • Current certification in human subject research protection, for example, completion of at least one Collaborative Institutional Training Initiative (CITI) modules in Research Ethics and Compliance
  • Proficiency in a language other than English that is relevant to SC’s international program fieldwork highly desired (e.g. French, Arabic or other).
