PSI seeks a Senior Purchasing Manager to provide leadership of PSI’s Capacity Building and Compliance Team. The team provides services in capacity building, training including the development of training materials, compliance and networking at HQ and network member levels as needed. The team is also responsible for non-commodity procurement such as consultants and services and household goods moves. Intrinsic to our procurement operations, the team will also have responsibility for procurement policies and manuals, reporting and data analysis and customer service focus to support the activities of the DC based Global Commodities Team and network members. This full-time position is based in Washington, DC and reports to the Director of Procurement, may require travel of up to 20% to field offices and attendance at international conferences.
- Manage the development of and support training for PSI staff on roles and responsibilities of Procurement staff on the components, requirements and value that a properly functioning department adds to the overall performance of a network member and the whole organization in terms of project deliverables, i.e. procurement “best practices”
- Promote and find opportunities for improved collaboration between the Procurement Department and the requesting departments.
- Manage the training of Procurement staff to improve understanding of the procurement processes and procedures. Identify gaps in understanding in terms of procurement procedures, compliance with the funders' requirements, and roles and responsibilities and internal controls. Support the development of key procedures for a fully functioning procurement system to efficiently support program needs
- Provide direction across PSI to build a community of practice for those engaged in procurement in our field offices and DC.
- Provide leadership to field based Procurement Departments by disseminating the scope of strategic HQ procurements in partnership with the Global Commodities Team
- Manage and set consistent compliance standards
- 7+ years of professional procurement experience
- Demonstrated project management and organizational skills – especially with time-sensitive work.
- Ability to compose in a creative, logical, and concise manner reports, presentations, training modules or other written documents based on analysis of information.
- Demonstrated expertise with researching, interpreting, and applying multi- and bi-lateral donor regulations.
- Excellent verbal and written communication skills.
- Proficiency in MS Word and Excel.
- Highly developed collaboration, management, and leadership skills.
- Demonstrated experience in exercising discretion and judgment.
- French foreign language ability in speaking, reading and writing preferred
- Knowledge of international development work, health programs a plus
