The Information and Development Specialist manages and strengthens key knowledge management, business development and award management processes for the department. Knowledge management includes leading on department level knowledge management (KM) activities using Save the Children systems, branding and materials to improve the department’s ability to gather and synthesize information. Business development (BD) includes tracking, analyzing opportunities, summarizing and sharing information gathered on anticipated opportunities and preparation of materials in advance of a funding opportunity and will also extend to research on new donors. The Information and Development Specialist will also manage certain awards with the department’s award portfolio from opportunity to closeout while working with relevant stakeholders.

Areas of Responsibility: 

Knowledge Management and Communications (50%)

  • Develop and implement an attainable yearly Knowledge Management (KM) and communications plan for DECP
  • Build out and update (content development/SharePoint page design/editing) priority SaveNet pages and information points, as determined by department KM strategy
  • Create and update annually at least 5-10 sub-thematic, geographic or technical briefers on USAID-funded projects to be shared on DECP’s (Department of Education and Child Protection) Savenet/Onenet pages and for fundraising and communication teams.
  • Translate technical documents into communications materials (such as child protection strategy into communications materials for institutional and private donors); Design text and content for external communication materials to support teams’ abilities to convey their message to private donors.
  • Support the roll-out of departmental knowledge-sharing activities for thematic and country areas by sharing updates, maintaining online content, and helping team members effectively use online KM resources including working with DECP Award Managers to create monthly Top15 DECP awards dashboard
  • Improve departmental culture and staff skills that promote knowledge sharing and learning
  • Serve as department Brand Keeper, SaveNet editor, and KM working group member

Information Tracking and Management (30%)

  • Serve as key DECP point of contact for all New Business Development (NBD) information queries
  • Maintain DECP portfolio and proposal trackers on SharePoint ensuring data is up-to-date and readily accessible for all funding opportunities, including public, private opportunities and awards.
  • Respond to NBD and Program Quality and Information (PQI) inquiries on various demands such as proposal status, win/loss rate details, data management within Award Management System (AMS) and Agresso systems, and monthly close out reports.
  • Work with Resource Development (RD) and DECP SMT to ensure strong communication between teams; organize and schedule key meetings between teams, and tracking opportunities under development.
  • Review forecast for new key opportunities and raise to the attention of DECP SMT and appropriate NBD team members
  • Lead and track internal proposal develop funding (SOCA) request submissions to NBD.
  • Maintain updated collection of team member CVs and biodata forms for proposals.
  • Create and maintain past performance references on current and past projects as well as capacity statements for DECP to be used during proposal development

Other Support (20%)

  • Conduct proposal development activities including, but not limited to development/updating capacity statements, maintaining shortlist of critical past performance reviews, formatting CVs and skills matrices for new proposals; and reviewing budgets and budget notes.
  • Develop consultant Scope of Work (SOW) for capture or writing work
  • Collect and coordinate cross-IP contributions to proposals
  • Serve as proposal manager and/or reviewer on small non-NBD involvement proposals.
  • Serve as back up to Award Managers to support awards on a temporary basis when needed.
Educational Background: 
High School or Technical/Vocational Degree
Skills/Experience: 

Required Qualifications

  • Minimum 3-5 years' experience in area of expertise
  • Demonstrated experience as point person for key activities of documentation and knowledge management
  • Ability to develop and maintain systems
  • Demonstrated experience overseeing communications projects for non-profit organizations
  • Experience drafting and editing a variety of documents; technical briefers and communications materials
  • Proven ability to build and maintain positive working relationships across the Agency, strong planning and organizational skills
  • Ability to analyze complex data and summarize findings, flag issues and make recommendations
  • International Travel: 5-10%
