The Specialist, Emergency Operations, Refugee & Migration Unit (RMU), manages awards from the United Nations High Commission on Refugees (UNHCR) and Bureau for Population, Refugees and Migration (BPRM). S/he will liaise closely with country offices to ensure the production of high quality proposal submissions, the accurate and appropriate management of awards, and the effective flow of resources to Save the Children International (SCI). S/he is responsible for day-to-day award management from opportunity to close-out, including opportunity tracking, proposal development activities, project start-up, processing agreements/amendments, reporting and close-out. This position will engage closely with relevant stakeholders, particularly technical and financial staff to ensure effective management of the specified portfolio.
Award Management: 75%
- Award Processing
- Serve as a main point of contact managing the complete life cycle of awards from opportunity to close-out for a specified portion of the Refugee and Migration portfolio;
- Ensure the production of high quality concept notes and proposals that are reflective of Save the Children and donor strategic objectives, while ensuring the cost of doing business is accurately reflected in proposal budget;
- Ensure AMS and Agresso processes for assigned awards are adhered to and help to ensure and maintain data integrity
- Ensure AMS postings and workflows are completed in a timely manner in support of efficient processing of awards
- Prepare and as necessary revise Agresso Budget Templates (ABTs) and follow up to ensure Fund Summaries are activated expeditiously
- Coordinate with Finance and relevant technical staff leads to monitor rate of spending in COs and SCUS home office and to ensure expense charges are allowable, allocable and reasonable; and follow up to ensure errors are corrected;
- Ensure CO capacity building support (such as technical advice, award management, donor information/compliance, SCUS structure) needed from SCUS is identified and coordinate with the relevant SCUS departments and staff (IP, Finance, and Account Managers) to meet those needs;
- Support/backstop the wider DHR portfolio as requested.
- Donor Compliance
- Monitor award implementation and reporting to ensure compliance with donor requirements, and provide needed compliance support to country offices.
- Donor Reporting
- Ensure the production of high quality and timely donor reports generated by CO and circulate for additional input as necessary.
- Project Close-out
- Support completion of the SCI and SCUS Closeout Checklists and help ensure that awards in AMS and Agresso are closed/deactivated as required.
- Deploy in Humanitarian Responses/Award Mgmt Technical Assistance: 20%
- Deploy as possible in relevant capacity to Save the Children Humanitarian responses
- Travel to Save the Children country offices to conduct award reviews and provide operations support.
Continuous Improvement: 5%
- Capacity Building and Knowledge Management
- Support RMU leadership to improve award management systems, policies, procedures, and knowledge management
- Participate in developing best practices, sharing resources, and ongoing trainings
- Support CO capacity building with training on SCUS donor requirements
Required Qualifications
- Minimum 3-5 years grant and program management experience in humanitarian or international development
- Demonstrated experience working across the full cycle of grant/award management from proposal and budget development through to reporting and close-out.
- Knowledge of USG, UN and other donor funding mechanisms.
- Proven ability to track, manage and represent large and diverse funding portfolios.
- Experience in leading overall business and support functions for a department or office.
- Excellent analytical, organization, communication and management skills. Must have attention to detail and ability to multi-task.
- Excellent written English and computer skills, advanced proficiency in Word, Excel, PowerPoint and ability to master SC systems.
- Ability to travel up to 20% of time as required in international and domestic locations to support award management, typically to places facing a humanitarian crisis.
