Senior Program Officer, Measurement, Learning, and Evaluation

Responsible for designing, implementing, and monitoring measurement, learning, and evaluation (MLE) activities for the Postsecondary Success (PS) team, focused on providing measurement expertise and support for investments aimed at leveraging technology to improve student outcomes. Strategically develop and manage a portfolio of complex grants and contracts requiring strong partner and project management skills, and provide statistical and evaluation design expertise to both internal and external partners. Projects require deep engagement to ensure milestones are clearly defined, progress stays on track, and deliverables meet standards to advance the goals of the PS strategy.

Areas of Responsibility: 
  • Develop, implement, and monitor MLE activities to assess effectiveness (in terms of costs as well as student outcomes) of a variety of higher education innovations, including technology-dependent innovations. Engage with external partners to provide statistical and evaluation design expertise to help them produce relevant, high-quality research to support the foundation and the field. Analyze, synthesize, and report findings from funded and other research to inform the foundation’s strategy evaluation, planning, and development internally. 
  • Partner closely with the PS solutions team to help develop appropriate evaluation models and support MLE activities related to educational innovations and technology to produce results. Serve as a subject matter expert on research related to this portfolio and engage directly in data analysis, data management, and data reporting to inform strategy and investment decisions. Effectively synthesize and share complex research findings at the right level of rigor and clarity to document and communicate key learnings to both the team and the field.
  • Negotiate, execute, conduct and manage complex, performance-based contracts/grants with external partners, including but not limited to soliciting and reviewing grant proposals; preparing and presenting proposal summaries and progress reports; monitoring and reviewing grantee progress, budgets, and deliverables; supporting stakeholder convenings and/or site visits to maximize impact
  • This role is responsible for high quality interactions and clear and consistent communications with grantees and partners both internally and externally, including representing the Postsecondary Success team and the foundation on postsecondary measurement, learning, and evaluation.
Educational Background: 
This role requires at least a Master’s degree in an education or evaluation-related field with 6-10 years of experience.
Skills/Experience: 
  • In-depth knowledge of evaluation design and implementation, including logic models, quantitative and qualitative research methods, data collection and management, and data analysis and presentation to inform education policy and practice.
  • Experience evaluating effectiveness of higher education innovations, including technology-dependent innovations, preferred.
  • Excellent written, visual, & oral communication skills effective with broad and diverse audiences.
  • Demonstrated project/program management skills including managing multiple projects and timelines.
  • Strong strategic- and critical-thinking and problem-solving skills.
  • Ability to be highly effective while managing shifting internal expectations and priorities. 
  • Ability to prioritize and manage large amounts of information to achieve results in a fast-paced environment.
  • Ability to negotiate and mediate complex relationships in a matrixed environment.
Additional Information: 

Position may be located in DC or Seattle. Moderate travel required (up to 20% of time).
