The Family Planning (FP) and Reproductive Health (RH) Department supports programs in 37 countries (and counting) to deliver high-quality family planning and safe abortion services to women and girls. The USAID-funded Strengthening International Family Planning Organizations 2 (SIFPO2) project is one of PSI’s largest and most technically diverse global projects, currently with 12 Mission buy-in country projects and a diverse array of core-funded FP initiatives across the globe.  The SIFPO2 project focuses on achieving two primary results:

  • Strengthening organizational capacity to deliver quality FP services to target groups
  • Increasing the sustainability of country level FP and other health programs

We are looking for an experienced Project Manager (PM) with a background in program management and budgeting to be involved in the day-to-day running of a highly technical and complex multi-million-dollar health project. The SIFPO2 PM will also take the lead on at least one technical area and serve as country lead for 3-4 mission buy-in countries, providing regular check-ins, coordinating TA needs, and helping the in-country team achieve their deliverables. The SIFPO2 PM will pro-actively meet programmatic and donor needs, juggle multiple competing priorities, and enthusiastically ensure timely flow of work. The PM will work closely with the Project Director and Deputy Director to design strategy, support program management and coordinate technical support for 12 Mission buy-in country projects and a diverse array of SIFPO2 core-funded FP initiatives across the globe. 

This position is for an initial term specific to the SIFPO2 project end date, renovation depending on renewed project funding.

The SIFPO2 PM will be willing to spend approximately 20% of the time traveling internationally on assignment, including difficult and remote environments.

Areas of Responsibility: 

Your role will be to assist the design of and coordinate the implementation of the centrally funded SIFPO2 program and related country-specific Mission buy-ins. This work will be done in partnership with a network that includes the SIFPO2 team, PSI’s FP/RH Department, PSI country teams, regional support teams, project partners and USAID. More specifically, you will:

  • Lead in the coordination and delivery of program and financial management tasks for SIFPO2 including monitoring agreement compliance and program and budget management progress against key indicators at both DC and country level;
  • Support the Director and Deputy Director to manage donor relations; specifically responding to USAID requests relating to management of the contractual obligations with the overall Cooperative Agreement;
  • Supervise and build the capacity of the RH Department Financial Analyst and Assistant Program Coordinator to regularly monitor project burn rates and deliverables, prepare donor invoices, develop and realign donor budgets in support of Mission buy-ins as needed;
  • Serve as country focal point for 3-4 SIFPO2-supported Mission buy-in countries providing report reviews, regular check-in calls, coordinating TA needs, monitoring work plan activity progress, coordinating with RSTs and helping the in-country team achieve their deliverables.
  • Support the Deputy Director in the design and budgeting for annual workplan;
  • Provide financial, contractual and programmatic support to the SIFPO2 team for the effective management of partner organizations subcontracted to deliver program outputs under the Agreement SIFPO2;
  • Advise SIFPO2 Director, Deputy Director and other staff members on relevant PM issues; keeping them informed of significant developments and issues pertaining to the portfolio or impacting operations overall;
  • Lead and contribute to SIFPO2 and FP/RH Department strategy discussions and capacity building initiatives, as appropriate;
  • Serve as focal point for between PSI’s HIV Department and SIFPO2 in countries where Mission buy-ins feature significant HIV programmatic components;
  • Perform other responsibilities as necessary.
Educational Background: 
You have a relevant post-graduate degree (MPH, MIA, MBA, etc.) in Public Health, International Development/Relations or Social Work or equivalent experience;
Skills/Experience: 
  • You have at least five years relevant work experience, including experience in program management and ideally, 2 years of overseas work experience;
  • You are passionate about working in reproductive health and family planning; previous experience in these program areas is highly valued;
  • You have at least 3 years of staff management / supervisory experience;
  • You can readily perform a variety of tasks on short notice within designated deadlines, and keep cool under pressure.
  • You are a highly organized person and a self-starter. You strive to make systems better;
  • You have experience managing and/or providing support to USAID-funded programs;
  • You have prior technical support and/or program implementation experience in family planning;
  • Your French language skills are a significant plus
