FHI 360 designs and implements academic, professional, cultural, and youth exchange programs for students and emerging leaders around the world.  We are seeking a Program Officer II to join our team that implements the International Visitor Leadership Program (IVLP) and other exchanges. The Program Officer will manage a series of short exchanges to the U.S. (typically 3-week) throughout the year for emerging leaders from around the world. Projects cover a vast array of topics such as federalism, judicial systems, entrepreneurship, education and public health.

Areas of Responsibility: 
  • Research, conceptualize and write proposals for exchange programs, developing themes and content and determining itineraries  
  • Develop and manage project budgets to ensure that project activities have financial support and that expenses do not exceed funds authorized by project grants, which includes responsibility for disbursement of funds to project participants, interpreters, and vendors, as well as the reconciliation of travel advances
  • Identify and coordinate with local partner organizations across the United States to develop local programs
  • Arrange the Washington, D.C. itineraries for each project, including coordination of professional appointments, panels, site visits, and social and cultural activities
  • Supervise program associate activities on assigned projects to ensure the timely planning and implementation of all project logistics and materials
  • Orient the project interpreters and liaisons to the policies and practices of FHI 360 and the client, and to the requirements of the assigned project
  • Maintain a close and responsive working relationship with the client, interpreters, and partner organizations throughout the assigned projects, making adjustments to in the program as needed; managing emergency situations
  • Conduct final project evaluations, and prepare timely, accurate, and complete program reports as required by the project grant
Educational Background: 
Bachelor's degree; 5+ years of work experience in an NGO, government agency or private organization; at least 2 years experience working on exchange programs
Skills/Experience: 

Preferred Qualifications:

  • Strong oral and written communication skills; demonstrated professionalism in written correspondence
  • Strong and demonstrated program/project management skills
  • Proven organizational skills and ability to manage multiple tasks with a high degree of accuracy; ability to take initiative, meet deadlines, and be flexible
  • Demonstrated ability to think analytically and to problem solve
  • Proven ability to build productive working relationships internally and externally
  • Strong computer skills including use of databases and proficiency in Microsoft Office and Excel

Minimum Qualifications:

  • Typically requires a minimum of 5-8 years’ experience with program management, US Government rules and regulations.
  • Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
