FHI 360's Civil Society and Peacebuilding Department (CSPB) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPB works with civil society to increase its credibility, visibility and effectiveness by building its capacity to:

  • Engage with local government to increase its responsiveness to citizen needs;
  • Solve community problems, engage youth in civic affairs, and provide needed services to citizens;
  • Advocate for social justice, democratic reforms, human rights, and effective policies;
  • Leverage and/or produce media content, such as for online, radio, and television, to promote social dialogue and tolerance; and
  • Promote peaceful solutions to conflict and support peace negotiations.
Areas of Responsibility: 

Job Summary / Responsibilities:

CSPB seeks a Program Officer II to provide program management support to our civil society and peacebuilding programs (~ 75%) and support business development efforts (~ 25%) for the Department. The Program Officer II is responsible for liaising with field offices and staff, providing operational and logistical support to field staff and activities, program backstopping, and providing technical inputs on programming as needed. The position is based in our Washington DC office. French language proficiency is preferred.

Program Support Tasks

  • Support program management in areas such as troubleshooting, updating work plans and deliverables, coordinating operations and monitoring program activities;
  • Track project performance against project timelines, budget, objectives, and deliverables;
  • Facilitate communication between field and home office staff;
  • Design, implement, and coordinate specific program activities and may conduct research to achieve program goals;
  • Backstop and support program management on CSPB projects as needed, including writing, reviewing, and translating reports and other deliverables;
  • Liaise with FHI 360 internal units, such as finance, contracts, centers, etc.;
  • Help develop and draft reports, briefing papers, press releases, and presentations as necessary for one or multiple projects/programs; and
  • Provide technical input to projects, including monitoring and evaluation.

Business Development Tasks

  • Directly support CSPB development planning and training staff in capture and proposal development processes and tools;
  • Serve as lead writer for assigned sections of proposal efforts;
  • Collect, compile and analyze information relevant to CSPB program portfolio and development efforts;
  • Assist or oversee the coordination and design of technical proposals for new programs and initiatives, helping ensure that CSPB technical proposals adhere to company strategy and are technically sound and responsive to solicitations;
  • Assist in developing and disseminating tools, materials, reports, and papers related to new business development and program design for civil society and/or peacebuilding;
  • Assist with budgeting and writing proposals; and
  • Respond to requests and inquiries from internal and external staff and proactively identify opportunities for internal and external partnering on new business opportunities.
Educational Background: 
Bachelor's Degree or its international equivalent in international affairs or international development, political science, peacebuilding, anthropology, or other field related to international/ human development. Master's degree is strongly preferred
Skills/Experience: 

Qualifications:

  • Must have 5 - 8 years of experience with international development programs non-governmental organizations (NGOs), or government agency;
  • Must be able to read, write and speak fluent English, with excellent oral and written communication skills. A writing sample is required;
  • Proficiency in French is preferred;
  • International experience is preferred;
  • Strong organizational skills and demonstrated program/project management abilities to coordinate multiple simultaneous processes, set realistic priorities, and develop/adhere to plans for successful implementation of activities is required;
  • Ability to problem-solve independently and work within a team under tight deadlines;
  • Ability to prepare reports and provide information to management in a timely matter;
  • Familiarity with US Government rules and regulations is highly desired; and
  • Experience using Microsoft Office Suite.
