The Program Officer I provides day-to-day project backstop support for assigned projects in our Youth, Workforce and Entrepreneurship practice areas. The Program Officer works closely with program and finance managers to ensure successful and compliant implementation of activities from Washington, DC. S/he will provide operational, research, and logistical support to project staff and consultants. The Program Officer I will identify, own, and find solutions for operational tasks and issues that arise in project activities. S/he will also support business development needs as they arise.
Job Summary / Responsibilities:
- Support project-level procurement of goods and services: ensures documentation is complete and accurate and ensures compliance to corporate policies and USAID regulations; liaises with the procurement and contracts departments to obtain necessary approvals;
- Sub-award management support: works with project managers to develop scopes of work, budgets, convene grant selection committees, obtain all necessary documentation from prospective grantees, and work with the contracts department to obtain necessary approvals. Prepares sub-award modifications, reviews deliverables, and processes payments;
- Communications support: as requested, develops short documents and/or presentations to summarize project activities, accomplishments, challenges, and lessons learned, for distribution internally and externally;
- Contract deliverables support and tracking: as needed, support projects with writing, reviewing, and translating periodic progress reports; review and contribute to project work plans; maintain system of tracking project deliverables, including uploading all reports and deliverables to the Development Experience Clearinghouse and to the internal Knowledge Exchange;
- Budget support: as requested, support the Finance Manager and project teams to develop activity budgets and monitor spending against approved budgets;
- Travel support: support travel activities for staff and consultants including preparation of expense authorizations, obtaining client travel approval, working with Travel Services to obtain air tickets and advances, and supporting travel expense reporting when required;
- Support business development efforts including drafting proposal sections and budgets, assisting with proposal recruitment, developing marketing materials, and performing desk research as needed;
- Support other activities related to the Youth, Workforce and Entrepreneurship practice areas as needed.
Qualifications:
- At least 3 years of experience backstopping donor-funded programs;
- Strong organizational and administrative skills;
- Proficiency in French strongly preferred;
- Good writing and editing skills in English;
- Excellent communication and analytical skills;
- Ability to work well in a team and meet multiple deadlines;
- Ability to work with minimal supervision and apply critical thinking to solve problems;
- Ability to work on multiple projects with multiple supervisors;
- Previous experience working in a developing country, preferably French speaking;
- Experience with grants and grant programs strongly preferred;
- Strong knowledge of Microsoft programs (Excel, PowerPoint, Outlook, etc.); and
- Knowledge of working with USAID acquisition and assistance mechanisms.
