The Program Officer II will provide programmatic assistance and support to FHI 360’s Livelihoods unit. S/he will contribute to new business efforts through participation in capture coordination and proposal development activities. S/he will also support SCALE+ project workshop planning and implementation, as well as Malawi DREAMS project oversight and technical assistance. S/he will help prepare presentations and workshop materials with project staff, ensure compliance with internal and external regulations and support other related objectives and deliverables. The Program Officer II will work with team members and enterprise services to report and track expenditures, oversee contract invoicing, recruit consultants and liaise with CMS, Travel, Accounting and other FHI 360 departments.

Areas of Responsibility: 

Job Summary / Responsibilities:

  • Provide support to program staff for recruitment, procurement, contractual and operational requests from regional and country offices and other staff members.
  • Maintain Livelihoods unit new business tracker and coordinate with the Finance Manager to ensure accurate tracking of development accounts.
  • Provide guidance in relation to expense reports and contract agreements to support implementation of country programs.
  • Conduct procurement of goods and services and complete and maintain all documentation in line with FHI 360 policies and USAID rules and regulations. 
  • Serve as the liaison for internal units, such as finance, contracts, travel accounting etc. for assigned activities 
  • Ensure documentation and reports are tracked regularly and adhere to country and regional standards.
  • Draft and/or support development of technical briefs, reports, blogs, presentations, and other project and proposal deliverables.
  • Perform day-to-day routines independently with own initiative.
  • Help ensure timely completion of project activities against work plans.
  • Support program design leads on all aspects associated with capture and proposals such as: preparing capture plans and briefing documents; making logistical arrangements for consultants in coordination with the Country Office; writing CVs; supporting recruitment efforts; developing corporate capability and/or past performance sections of proposals; gathering letters of commitment; compiling other proposal annexes.
Educational Background: 
Bachelor’s Degree or its international equivalent in international relations, social sciences international development, finance, economics, or other field related to international/human development
Skills/Experience: 

Qualifications:

  • Minimum of 4-8 years’ experience with international development program management, familiarity with US Government rules and regulations preferred.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English. Proficiency in a second language preferred. 
  • Experience with new business development desired.
  • Familiarity with USAID rules and regulations desired.
  • Ability to clearly communicate complicated technical information to non-technical audiences.
  • Strong organizational skills and attention to detail
  • Ability to work independently with minimal supervision, to assess priorities, and competently manage a variety of activities amidst a diverse and multi-sectoral team environment.
  • Prior experience using Microsoft Office Suite required.
