The Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator will set up the MEAL systems for the domestic response. Tasks will include coordinating assessments (if needed), ensuring proper data collection, setting-up and managing the output tracker and providing inputs for reports to the info/comms officer and response leadership, leading on setting up accountability mechanism for the response and training response personnel and local partners appropriately. The post holder will be responsible for ensuring the correct implementation of all Save the Children International MEAL systems including monitoring, accountability initiatives, need assessments, support for evaluations, and assist with compilation of lessons learned. This position requires 100% travel to Puerto Rico to support the response to Hurricane Maria.
Monitoring
- Input data into output tracker for all response activities conducted since the beginning of the response
- Train response team or local implementing partners (when applicable provide refresher trainings) on MEAL including Save the Children quality standards (Core Humanitarian Standards, Red Cross Code of Conduct, Sphere) and proper data collection
- Coordinate need assessments (upon request from direct line manager)
- Develop data collection tools as needed
- Lead on updating output tracker and providing total reach information for reports to the info/comms officer (ensuring that the data and numbers are consistent across reports)
- Provide response management with real time data upon request
- Support response personnel on proper data collection for source material (registration sheets, attendance lists, distributions lists, beneficiary tracking) that meets the U.S. Domestic Response data collection requirements and quality standards
- Ensure that all necessary data is being collected upon (ex: GIK data needs for childcare centers: W9, shipping label, 6B, vendor questionnaire)
- Maintain the response MEAL system
Conduct a thorough (at least a 2 day) handover with incoming MEAL coordinator/ or response personnel that will be maintaining the response MEAL system:
- Day 1: Training on MEAL systems, standards, expectations, daily activities, requirements, shadowing of current MEAL coordinator
- Day 2: The incoming MEAL coordinator will take over all MEAL responsibilities with the previous MEAL focal point’s oversight and support to ensure that they are capable of continuing the MEAL processes.
Evaluation
- Conduct a Real Time Review “light” about three weeks into the response for an operations review and to course correct real-time by sending out the survey monkey and presenting the results to the response team (recommended 2 hour workshop)
- Provide strategic recommendations to Response Senior Management Team based on the Core Humanitarian Standards and Save the Children emergency quality benchmarks
Accountability
- Create an appropriate 360˚accountability mechanism for the response by supporting the systems to seek, receive and respond to beneficiaries’ feedback, suggestions and complaints, including those related to child safeguarding and ethical standards, ensuring at least 3 channels of accountability are in place (response personnel, help desks, suggestion boxes, email address, hotline) and all response personnel (including volunteers) are trained on accountability to affected populations we serve and their role within the system and referral procedures.
- Ensure information is shared with the affected communities we serve systematically (signage, their rights as participants of our programs, service offerings, information about Save the Children’s mission, values, etc)
- Set up complaints handling procedures for the response (complaint categorization, ensure timeliness of complaint handling, closing out of 100% of complaints in a timely manner)
- Ensure that feedback is being databased in excel spreadsheet (maintained by as few response personnel to best ensure confidentiality) and actioned by appropriate staff at least each week
Learning
- Ensure that the lessons learned from previous domestic response are applied to the current response (lessons learned checklist)
- Continuously facilitate and analyze activities and data (from observation in the field, routine monitoring and feedback from accountability mechanism) to make recommendations to response leadership to improve operations and programming
- Check-in regularly with response personnel to see where improvements can be made
- Regularly coordinate and collaborate with Program and Operations teams to strengthen program impact
- Facilitate the implementation of RTR light results
- Identify a AAR facilitator and provide support with AAR where needed
- 100% travel to Puerto Rico
Required Qualifications
- High School Diploma
- 2-3 years of relevant work experience
- Familiarity with Save the Children MEAL practices and the Core Humanitarian Standards quality criteria required
- Enthusiasm, motivation, self-confidence, and a proactive approach to problem solving
- Excellent interpersonal skills and can work as part of a team
- Willingness to fill gaps where needed
- Computer skills including familiarity with MS Office, google docs, Response Hub and internet
Preferred:
- NGO and response experience
- Previous experience in Save the Children U.S. domestic response setting and CFS highly desirable
- Advanced level in written and spoken Spanish
