Manager, Project Finance - English Access Microscholarship Program

The English Access Microscholarship Program supports English language and American cultural training for 13 to 20 year olds around the world.

Areas of Responsibility: 

Job Summary / Responsibilities:

The Manager, Project Finance is responsible for the overall financial management of the Access project portfolio which is funded by U.S. Department of State. These responsibilities include financial planning and monitoring of multiple, concurrent cooperative agreements. The Finance Manager also serves as the liaison between the program, the department Finance Manager, and corporate Finance, Accounting, Billing, Contract Management Services, and the CFO’s office. 

The successful candidate will have strong management skills to include demonstrated organizational and leadership skills with the ability to influence, motivate, and negotiate with both internal and external clienteles. The Manager, Project Finance will be skilled at creating functioning and efficient systems to improve the workflow of large volumes of international payments. The Finance Manager will have demonstrated expertise working in a CRM database; Costpoint Deltek, Deltek TM1, and Excel. The Finance Manager will exercise sound judgement and work to problem solve moderately complex scopes of work that require in-depth evaluation and collaboration.

Specific responsibilities will include, but are not limited to:

Financial Management

Work with the Project Director to:

  • Develop and execute annual operating budgets for multiple concurrent cooperative agreements
  • Conduct analysis and track level of effort across all Access projects
  • Manage quarterly accruals and annual fiscal close
  • Perform pipeline analysis to ensure projects operate within allocated budgets and in accordance with contractual terms and client’s requests
  • Prepare budget modifications and projection reports
  • Manage and mentor Finance Officer and Project Assistants
  • Lead response to internal and external audit requests

Business Development

  • Develop cost proposals for new projects, task orders, and cost extensions/non-competitive continuation (option) years
  • Review, analyze, and approve sub-grantee cost proposals

Cost Allocation and Administration

  • Work to ensure proper allocation of expenses in accordance with funding source and expense categories. Process reallocations as needed
  • Reconcile sub-agreement payments in project CRM database and Deltek accounts
  • Review and approve payment requests to sub-grantees, vendors, and consultants
  • Inform new staff on department financial procedures and train project staff on financial procedures, as well as broader organizational finance processes and tools

Reporting

  • Review project financial reports prepared by Finance Officer and submit for internal signature
  • Provide cost share analysis and reporting
  • Prepare and submit ad hoc reports on portfolio financial status to Project Director, Department Director, Business Manager, CFO Office, Corporate Finance, etc.

Procurement

  • Oversee procurement functions for Access projects
  • Work closely with Contracts and Purchasing to complete assigned procurement requests in compliance with project contractual terms and FHI 360 procurement policies
  • Complete pre-award assessment of sub-grantees

Operations and Central Services

  • Serve as point-of-contact for FHI 360 Finance, Accounting, Treasury, Billing, and Purchasing Departments for the Access Program
  • Provide advisory support and training to team on FHI 360 policies and procedures focusing on financial, contractual, procurement, and compliance matters
  • Review and revise financial policies and procedures for program to reflect corporate changes
  • Provide an internal control function to the program
  • Support and identify tools and innovations to streamline project processes to accurately track financial information
Educational Background: 
Master’s preferred
Bachelor's Degree or its International Equivalent - Finance, Business Administration, Accounting or Related Field
Skills/Experience: 

Qualifications:

Preferred Qualifications:

  • 8 years experience in financial management of USG acquisition programs of similar size preferred
  • Highly prefer 3 years of management experience
  • Experience in financial analysis and budgeting for U.S. government-funded projects, particularly the U.S. Department of State
  • Demonstrated experience in establishing financial, contractual, and other systems and developing innovative ideas to problem solve
  • Expertise in USG cost principles, rules and regulations, and applying these in program decision-making
  • Knowledge in generally-accepted accounting, budgeting, and fiscal control principles
  • Experience with Deltek financial systems including TM1
  • Demonstrated Advanced proficiency in Excel
  • Knowledge of management of Federal funds under 2 CFR 200
  • Knowledge of international exchange and scholarship programs, particularly those funded by the U.S. Department of State
  • Prior work in a non-governmental organization (NGO) and international organization
  • Strong interpersonal, writing and oral presentation skills in English
  • Ability to work independently and manage a high-volume of work 

Minimum Requirements:

  • Minimum of 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.  
  • Must be able to read, write and speak fluent English; fluent in host country language as appropriate. 
  • Prior work in a non-governmental organization (NGO). 
  • Experience working with an international organization.
